PROCEDURE- in the absence of the Chairman, Ronnie Ogilvie was appointed Chairman for the meeting.

 

Ronnie Ogilvie assumed the role of Chairman.

 

PROCEDURE - The Governance Officer advised of a change to Committee membership which had taken place after the papers had been issued for this meeting, being the replacement of Ian Carruthers by Roberta Tuckfield, who had tendered her apologies for the meeting. Further, she advised that Ronnie Nicholson was a substitute for Colin Smyth, Chairman, today.

4 DISCRETIONARY HOUSING PAYMENTS 2015/16 UPDATE - REPORT BY HEAD OF CUSTOMER SERVICES

NOTED

 

4.1      the Department of Work and Pensions and Scottish Government indicative allocation of Discretionary Housing Payments for 2016/17 as detailed in paragraph 3.1 of the report;

 

4.2      the expected value of Council reserves committed for Discretionary Housing Payments for 2015/16 as detailed in paragraph 3.4 of the report;

 

4.3      CONSIDERED the options as detailed in Appendices 2 and 3 of the report and AGREED to amend the current award criteria to option Ongoing 6 and option On-Off 2 as detailed in paragraph 3.10 of the report; and

 

4.4      AGREED that the Chairman write to the Scottish Government making representations for additional funds for discretionary housing payments on the basis of an assessment of the full impact of national policy and the local context  having regard to the evidence of rural deprivation/other relevant factors as set out in the Council's Anti-Poverty Strategy.

5 SCOTTISH WELFARE FUND AND DISCRETIONARY HOUSING PAYMENT UPDATE - REPORT BY HEAD OF CUSTOMER SERVICES

5.1      the current position regarding Scottish Welfare Fund spend and administration as detailed in paragraphs 3.1 to 3.4 of the report; and

 

5.2      the current position regarding Discretionary Housing Payment spend and administration as detailed in paragraph 3.5 of the report.

 
6 WELFARE REFORM CHANGES LOCAL IMPACT 2016/2017 UPDATE - REPORT BY HEAD OF CUSTOMER SERVICES

6.1      the proposed Universal Credit roll out plans detailed in paragraph 3.2 to 3.4 of the report; and

 

6.2      the other welfare reform changes and the potential impacts and financial implications to residents as detailed in paragraphs 3.5 to 3.11 of the report; and AGREED to receive an update report at the next meeting, should further information/clarification be received from the Scottish Government.
