2 DECLARATIONS OF INTEREST

2.1     Willie Scobie declared an interest in Item 7 Application for financial assistance from Stranraer Common Good Fund in relation to the application from Stranraer Football Club by virtue of attending previous meetings/discussions around the forthcoming event but determined that his interest was such that he would not leave the meeting for this item.

 

2.2     Jim McColm declared an interest in Item 8 Applications for financial assistance from The Royal Burgh of Wigtown and District Community Council and The Whithorn Trust in relation to the application from The Whithorn Trust by virtue of that he is a member of the Trust and determined that his interest was such that he would leave the meeting for this item.

 

2.3     Jim McColm declared an interest in Item 8 Applications for financial assistance from The Royal Burgh of Wigtown and District Community Council and The Whithorn Trust in relation to the application from The Royal Burgh of Wigtown and District Community Council by virtue that he has attended some meetings of the Louis McGuffie Steering Group but determined that his interest was such that he would not leave the meeting for this item.

 
3 DELEGATION TO THE WIGTOWN AREA COMMITTEE - REPORT BY DIRECTOR CORPORATE SERVICES.

Decision

 

NOTED

3.1     the remit of the Wigtown Area Committee as detailed at 3.2 of the report.;

3.2     a report detailing membership, frequency and timings of meetings will be submitted to the Standing Orders Sub Committee on 23 June 2017 and

3.3     REQUESTED the report previously known as the "Forward Business Plan" be a standing item of business for Wigtown Area Committee.

4 ARRANGEMENTS FOR THE ADMINISTRATION OF THE STRANRAER, WHITHORN AND WIGTOWN COMMON GOODS - REPORT BY DIRECTOR COMMUNITIES.

AGREED

4.1 to establish and delegate to a Stranraer Common Good Sub-Committee;

4.2 to incorporate the administration of all Stranraer Common Good business which includes the Henry MacDonald Fund to a Stranraer Common Good Sub Committee as detailed at paragraph 3.5 of the report;

4.3 to appoint Councillors Andrew Giusti, Willie Scobie, Tommy Sloan and Ros Surtees to a Stranraer Common Good Sub Committee as detailed at paragraph 3.10.3 of the report; 

4.4 to invite Community Council and local representatives onto Stranraer Common Good Sub-Committee as detailed in section 3.11 of the report; 

4.5 to establish and delegate to a Whithorn and Wigtown Common Good Sub-Committee;

4.6 to incorporate the administration of all Whithorn and Wigtown Common Good business to the Whithorn and Wigtown Common Good Sub Committee as detailed in paragraph 3.12 of the report;

4.7 the appointment of Councillors Katie Hagmann, David Inglis, Jim McColm, Graham Nicol to a Whithorn and Wigtown Common Good Sub-Committee as detailed at paragraph 3.17.3 of the report; and

4.8 to invite Community Council and local representatives onto the Whithorn and Wigtown Common Good Sub-Committee as detailed in section 3.18 of the report.

5 STRANRAER WATERFRONT REGENERATION: PROGRESS REPORT - REPORT BY DIRECTOR ECONOMY, ENVIRONMENT AND INFRASTRUCTURE

Decision

 

NOTED

5.1     the progress made in delivery of the overall Stranraer Waterfront Regeneration programme and associated projects at sections 3.6 to 3.19 of the report; 

5.2     the draft Marina Full Business Case Executive Summary in the Appendix of the report; 

5.3     the Key Actions for the overall programme to end June 2017 outlined in section 3.38 of the report;

REQUESTED

5.4     a report for Wigtown Area Committee on 13 September 2017 with a full update on Stranraer Waterfront Regeneration detailing a breakdown of all costs/figures in particular what the public sector investment cost was to bring the site to an acceptable standard and future plans for this project.;

5.5     a report detailing an update on the production of an Economic Impact Assessment on A77 with South Ayrshire Council and jointly submitting this to Transport Scotland for consideration as previously agreed at Wigtown Area Committee (Community) meeting held on Tuesday 28 February 2017;

5.6     the Director of Economy, Environment and Infrastructure or Strategic Projects Manager be present at the meeting in September; and

5.7     THANKED Gerard Mills, Economic Development Officer for the years of hard work and dedication to this particular project before leaving Dumfries and Galloway Council in July.

6 WIGTOWN AREA COMMITTEE DISCRETIONARY GRANT BUDGET 2017 - 2018 - REPORT BY DIRECTOR COMMUNITIES.

Decision

 

6.1     NOTED £1,929.42 remains available for disbursement in 2017/18 by this Committee as detailed in paragraph 3.4 of the report; and 

6.2     AGREED the timescales for the second round of the Discretionary Grant Budget detailed in paragraph 3.7.

 
7 APPLICATION FOR FINANCIAL ASSISTANCE FROM STRANRAER COMMON GOOD FUND : REPORT BY DIRECTOR COMMUNITIES.

NOTED

7.1     the estimated free income available for the Stranraer Common Good Fund for financial year 2017/18 is £22,028.00;

7.2     that within the free income available the amount available to award from The Henry McDonald Fund is estimated at £800; and

7.3     AGREED the following awards:

  • Stranraer Football Club - Award of £6,000.00
  • Lochryan Pipe Band - Award of £6,575.83
  • Stranraer Community Council - Award of £1,700.00

8 FORECAST OUTTURN 2016/17, FINANCIAL PLAN 2017/18 AND APPLICATIONS FOR FINANCIAL ASSISTANCE FROM THE ROYAL BURGH OF WIGTOWN AND DISTRICT COMMUNITY COUNCIL AND THE WHITHORN TRUST - REPORT BY DIRECTOR COMMUNITIES.

NOTED

8.1 that the estimated free income available for financial year 2017/18 for the Whithorn Common Good Fund is £1,610 and for the Wigtown Common Good Fund is £190;

8.2 the free funds of the Whithorn Common Good Fund are estimated at £2,641 and of the Wigtown Common Good Fund are estimated at £7,048;

 8.3 AGREED the following awards:

 

• Whithorn Trust - Award of £1,000.00
• The Royal Burgh of Wigtown & District Community Council - Award of £190.00

AGREED that there was no urgent items of business deemed urgent by the Chairman due to the need for a decision.

4 Action by Committee Administrator - Wigtown - Sent representative invites to join Stranraer Cm Gd and also Whithorn/Wigtown Cm Gd Sub-Committees - awaiting responses. Will then set up meetings of each Sub-Committee as instructed if any business to deal with.
5 Action by Director Economy Environment and Infrastructure - 5.4 A report will have to be presented to the EEI Service Committee in the first instance once all site investigation works are completed. This report was not completed for the September 13 meeting of the Wigtown Area Committee. The WAC will be advised in due course when the report will be available.

5.5 There has been no progress made on this matter. An Economic Impact Assessment with South Ayrshire would be a significant piece of work which is not included in the current EEI Business Plan. The A77 is also a trunk road which is the responsibility of Transport Scotland. Any progress on an EIA would obviously be subject to agreement from South Ayrshire Council and subject to both Councils having the appropriate resources and co-operation from Transport Scotland to complete any study. Notwithstanding this, any progress on this EIA will have to be considered against other demands and priorities to be included in the EEI Business Plan 2018/19 and beyond.
