PROCEDURE - In the absence of the Chairman the Vice-chairman assumed the role of Chairman for the meeting.

2 DECLARATIONS OF INTEREST

 2.1     Iain Dick declared an interest in item 5 - Discretionary Grant Budget 2017/18 in relation to the application from Stranraer and Galloway Visual Arts Society by virtue of the fact that he was known to one trustee but determined that his interest was such that he would not leave the meeting for this item.

 

2.2     Jim McClung declared an interest in item 5 - Discretionary Grant Budget 2017/18 in relation to the application from Stranraer and Galloway Visual Arts Society by virtue of the fact members the group were known to him but determined that his interest was such that he would not leave the meeting for this item.

 

2.3     Jim McColm declared an interest in item 4 - Presentation - The Wigtown Agricultural Society due to the fact that both Mr Adams and Mr Hyslop were known to him but that as he had no association with either Wigtown Agricultural Society or Newton Stewart Rugby Club determined that his interest was such that he would not leave the meeting for this item.

 
3 MINUTE OF MEETING OF 29 MARCH 2017

Decision

 

AGREED subject to the amendment at paragraph 3.8 under the last "Procedure", last sentence should be "...Machars Area Partnership for Building Healthy Communities...".

 
4 PRESENTATION - THE WIGTOWN AGRICULTURAL SOCIETY- REPORT BY DIRECTOR COMMUNITIES

Decision

 

4.1     AGREED to receive a presentation from representatives of the Wigtown Agricultural Society about the proposal to redevelop the Bladnoch Park Pavilion;

 

NOTED

 

4.2    the information provided by representatives from the Wigtown Agricultural Society on the proposed improvements to the Pavilion at Bladnoch Park for the greater use of the community as a whole and in particular for those with mobility issues;

 

4.3    that the development proposals would enable the Rugby Club to widen access to sport. particularly for women and the work being undertaken by the Council's Development Officer;

 

4.4     that assistance would be provided to enable the project to locate appropriate funding for all phases of the development; and

 

4.5  CONGRATULATED Newton Stewart Rugby Club on their promotion to National League 3

 

 
5 WIGTOWN AREA COMMITTEE DISCRETIONARY GRANT BUDGET 2017/18 - REPORT BY DIRECTOR COMMUNITIES

Decision

 

NOTED

 

5.1      the remaining funding available for disbursement in 2017/18;

5.2     the Wigtown Area Committee Discretionary Grant Criteria contained in Appendix 1 of the report;

5.3     AGREED the following awards:-

  • W011 Aldouran Wetland Garden SCIO - Award of £1,600 given the importance of this project in the community in providing an excellent facility, noting that this project contributed to all Council Priorities;
  • W014 Wigtown Agricultural Society - Award of £23,500, noting that the standard grant conditions provided for stage release, was subject to the grant funding detailed in the application being realised; and that a lead officer would be appointed to assist the Society throughout the project;
  • W018 Stranraer 400 - Award of £4,500 given the importance of the project in the community;
  • W021 Stranraer and Galloway Visual Arts Society - Award of £2,000 given the importance of this project in the community; and
  • W024 Sanctuary Lab CIC - Transfer £2,896 to the Anti Poverty Fund and then Award £2,896 under the Anti Poverty Fund, noting that this would be monitored as part of that Fund,  given the importance of this project in the community and the project meeting the criteria for the Anti Poverty Fund;

5.4     FURTHER AGREED to invite representatives from the LEADER Programme and Economic Development to provide a briefing for Members which would include details on the application process and the potential for LEADER projects in the Wigtown area.

 

5.5  NOTED a balance of £1,939.42 remained unallocated and would be subject to a future round of applications.

6 ANY OTHER BUSINESS DEEMED URGENT BY THE CHAIRMAN DUE TO THE NEED FOR A DECISION

Decision

 

NOTED

 

6.1  that there was no items of business deemed urgent by the Chairman due for the need for a decision; and

 

6.2  the appreciation of the Chairman to the Members who would be retiring at the forthcoming Local Government Election.
