2 DECLARATIONS OF INTEREST

Decision

2.1     Alistair Geddes declared an interest in item 3 : Discretionary Budget Report 2017-18 in relation to the applications from the W002 The Whithorn Trust and W010 Machars Action Ltd due to the fact that he was a Trustee/Director on these Organisation and determined that his interest was such that he would leave the meeting during discussion of these items;

 

2.2     Jim McColm declared an interest in item 3 : Discretionary Budget Report 2017-18 in relation to the applications from the W002 The Whithorn Trust; W010 Machars Action Ltd and WO17 Newton Stewart Museum due to the fact that he was a Trustee/Director/involved with the Organisation and determined that his interest was such that he would leave the meeting during discussion of these items; and

 

2.3     Graham Nicol declared an interest in item 3 : Discretionary Budget Report 2017-18 in relation to the applications from the W002 The Whithorn Trust and the ringfenced monies to Wigtownshire Sports Council due to the fact that he was a Trustee/involved with the Organisations and determined that his interest was such that he would leave the meeting during discussion of these items.

3 WIGTOWN AREA COMMITTEE DISCRETIONARY GRANT BUDGET 2017/18 AND LOCAL ANTI-POVERTY FUND 2017/18 - REPORT BY DIRECTOR COMMUNITIES.

Decision

 

NOTED

3.1     the funding available for disbursement in 2017/18 as agreed by Dumfries and Galloway Council on 28 February 2017 and set out in paragraphs 3.1 and 3.9 of the report;

 

3.2     that Policy and Resources Committee on 16 March 2017 agreed to award £25,000 as a contribution to the maintenance budget to cover the next four years maintenance of Portpatrick Public Toilets as detailed in paragraph 3.17.3 of the report;

 

3.3     the Wigtown Area Committee Discretionary Grant Criteria contained in Appendix 1 of the report;

 

3.4     the nine applicants/ projects receiving ring-fenced awards in Appendix 2 and summarised in paragraph 3.15 of the report; 

 

3.5     the Tackling Poverty Area Allocation as set out in paragraph 3.17.1 of the report;

 

3.6     the Community Fund as set out in paragraph 3.17.2 of the report ; and

 

3.7     the Discretionary Grant Budget as set out in paragraph 3.17.3 of the report;

 

AGREED

 

3.8    having considered the scored applications contained in Appendix 3 and the Scoring Panel’s recommendations the awards as follows:-

Local Anti Poverty Fund:

  • W003 Apex Scotland - Grant of £10,000
  • W012 Stair Park Community Garden Centre - Grant of £36,314 and noting that this project met the Discretionary Grant Criteria better than the Anti Poverty Fund;
  • W013 The Furniture Project Stranraer Ltd - Grant of £15,500;
  • W016 Toskerton Senior Citizens Club - Grant of £500 and noting that this project met the Discretionary Budget Criteria better than the Anti Poverty Fund;
  • W026 Park Primary School Parent Council - Grant of £8,347;

Community Support Fund:

  • W009 Wigtown Agricultural Society - grant of £2,850;
  • W019 Newton Stewart (Galloway) Walking Festival - Event underwrite of £2,500; and
  • W022 Stranraer Lowland Gathering - Event underwrite of £4,650;

Discretionary Grant Fund 2017/18:

  • W001 Food Train - grant of £3,000;

  • W002 The Whithorn Trust - grant of £24,000;

MEMBERS - Alistair Geddes, Jim McColm and Graham Nicol re-entered the meeting - 9 Members present.

  • W004 The River Cree Hatchery and Habitat Trust - Grant of £9,185 to be transferred and be included as part of the award from the  Anti Poverty Fund;

MEMBER - Iain Dick left the meeting - 8 Members present.

  • W005 Stranraer Development Trust - grant of £3,066;
  • W006 Cree Valley Community Woodland Trust - grant of £10,000;
  • W008 Dumfries and Galloway Hard of Hearing Group - grant of £5032.58;

  • W010 Machars Action Ltd - grant of £5,250;

  • W014 Wigtown Agricultural Society

PROCEDURE- The Governance Officer provided advice concerning public speaking in support of applications as this was not part of the agreed process and there was no provision in Standing Orders.

 

notwithstanding this advice to DEFER to an early meeting for clarification and to invite to the Wigtown Agricultural Society and the Bladnoch Rugby Club as key users of the facility to give a presentation to Members about the proposal to redevelop Bladnoch Park Pavilion, and further requested that this meeting be held in Wigtown;

  • W015 South West Piping and Drumming Academy - grant of £2,000;

MEMBER - Jim McColm left the meeting during discussion of the following application - 7 Members present.

  • W017 The Museum, Newton Stewart - grant of £15,256;

MEMBER - Jim McColm re-entered the meeting - 8 Members present.

  • W020 Machars Area Partnership for Building Healthy Communities - grant of £3,100 with conditions as outlined in the report;

PROCEDURE - The Governance Officer provided advice concerning public speaking in support of applications as this was not part of the agreed process and there was no provision in Standing Orders. Notwithstanding this advice the Chairman applied discretion and allowed a representative from Machars Area Partnership for Building Area Communities to address the committee in order to provide further clarification to the application.

  • W027 Arts and Cultural Services - grant of £1,000;

3.9     to award the following applications from remaining balances:-

  • W023 Dumfries and Galloway Duke of Edinburgh Award - grant of £2,749; and
  • W028 LGBT Plus - grant of £5,544 to be transferred and included as part of the Anti Poverty Fund.

3.10      to request that the criteria for the future distribution of Anti Poverty Funding should take regard of the Crichton Institute research and prioritise the money the funding according to the areas identified within Dumfries and Galloway as required;

 

3.11     to request a report on the monitoring of distributed Discretionary Grants 2016/17 and to include details from Wigtownshire Sports Council on their criteria and terms of granting funds and to ensure that this is an Annual Report;

 

3.12      to request that Ward Officers investigate and assist the possibility of a collaboration from all Festival organisers within the Wigtown Area to develop a Strategy for promoting the Area for Festivals; and

 

3.13      to ask that as an early meeting has been requested to consider W014 Wigtown Agricultural Society that the agenda for that meeting should  also include details for applications as follows:-

  • W021 Stranraer and Galloway Visual Arts Society
