PROCEDURE - In the absence of the Chairman the Vice-chairman assumed the role of Chairman for the meeting.

2 DECLARATIONS OF INTEREST

Decision

 

Willie Scobie declared an interest in item 7 : Discretionary Budget Report 2016-17 in relation to the application from the Festival of Politics due to the fact that he has been involved with this Group and determined that his interest was such that he would leave the meeting during discussion of this item.

 

MEMBER - Iain Dick joined the meeting - 7 Members present.

3 MINUTE OF MEETING OF 11 JANUARY 2017

Decision

 

APPROVED, subject to theadditon of the following wording at the end of the Chairman's opening remarks under item 1 being:-

" The Chairman further advised that the information sought related to the differences in service provision at Darrataigh as a consequence of the implementation of the Mental Health Strategy.  Further, as consultation on this had been considered at Social Work Services Committee on 23 June 2016, the Chairman advised that clarity would be sought as to why the matter was not considered at Full Council on 28 June 2016 in accordance with the decision of the Social Work Services Committee."

4 PERFORMANCE REPORTING - ECONOMY ENVIRONMENT AND INFRASTRUCTURE - REPORT BY DIRECTOR ECONOMY ENVIRONMENT AND INFRASTRUCTURE.

Decision

 

 

4.1    NOTED the overall performance of Economy, Environment and Infrastructure for the period 1 April 2016 - 30 September 2016;

4.2     AGREED that there were no aspects of performance to be referred to the Economy, Environment and Infrastructure Committee;

NOTED

4.3    that a Members Briefing would be given after the next meeting on 8 March 2017 on the Employability Service in the Wigtown Area which would provide the opportunity for more information to be provided on the detail behind the performance indicator information in the report; and

4.4     that with regard to the information listed at 3.21 of the report, that the Head of Economic Development would send Members of this Committee a more detailed version of Core Plan Activity which would include details of what work had been carried out.

5 WIGTOWN COMMUNITY SAFETY FUND - REPORT BY HEAD OF CIVIC AND LOCAL SERVICES.

Decision

 

NOTED

5.1     the funding available for disbursement as detailed at paragraph 3.4;

5.2     the criteria agreed for the Community Safety Fund detailed in Appendix 1;

5.3     the Health and Wellbeing Response to Defibrillators in the Community in Appendix 2;

5.4     the SBAR: Community Defibrillators in Appendix 3; and

5.5     AGREED to award £599.40 to the Food Train for the purchase of Defibrillators subject to all other 3 Area Committees agreeing to contribute the same amount of funding.

6 SPEED INDICATOR DEVICES FOR REDUCING VEHICLE SPEEDS - REPORT BY DIRECTOR OF ECONOMY ENVIRONMENT AND INFRASTRUCTURE.

Decision

 

NOTED

6.1     the progress made in the provision of permanent speed indicator devices as detailed in Appendix 1;

AGREED

6.2     the locations for the deployment of mobile speed indicator devices, subject to locations being made permanent, as detailed in Appendix 2;

6.3     to provide permanent speed indicator devices at Monreith A747 centre, Port William A747 south and Lochans A77 south funded from the 2016/17 Discretionary Budget in order of the assessed priority detailed in Appendix 3; and 

6.4     to provide permanent speed indicator devices at Sandhead Main Street U102, Stranraer B737 Leswalt High Road and Kirkcowan B735 Newton Stewart Road subject to available funding from the 2017/18 Discretionary Budget in order of the assessed priority detailed in Appendix 3.

7 DISCRETIONARY BUDGET REPORT 2016-2017 - REPORT BY COMMUNITY PLANNING AND ENGAGEMENT MANAGER.

Decision

 

NOTED

7.1     the budget of £2,860.00 available to this Area Committee for the 2016 / 2017 financial year as detailed at paragraphs 3.1 - 3.2;

 

MEMBER - Willie Scobie having declared an interest left the meeting - 6 Members present.

 

AGREED

7.2      an event underwrite of £1,500 to the Festival of Politics - Through Our Eyes Organisation for the Portfest 5th Festival;

 

MEMBER - Willie Scobie re-entered the meeting - 7 Members present.

 

7.3     a grant of £1,350 to the Children Young People and Lifelong Learning Service towards the relocation of the Rhins Basics Bank; and

 

7.4     REQUESTED that consideration be given, by Communities, to improve the flexibility of access to the Anti-Poverty Strategy Fund so that its use can be the most effective, and coordination between all Groups dealing with Poverty improved to maximise the impact of the Strategy.  FURTHER REQUESTED that consideration be given to all area committees being advised of any changes to the arrangements for the Anti-Poverty Strategy Fund.

8 APPOINTMENT TO OUTSIDE BODY - STRANRAER AND DISTRICT OLD PEOPLE'S WELFARE ORGANISATION - REPORT BY COMMUNITY AND DEMOCRATIC SERVICES MANAGER.

Decision

 

DEFERRED consideration of the appointment of a second Member as a Councillor Advisory Member to the Stranraer and District Old People's Welfare Organisation pending the Local Government Elections being held on 4 May 2017 and the completion of the Review of Outside Bodies which is currently ongoing.

9 WIGTOWN AREA COMMITTEE - FORWARD BUSINESS PLAN - REPORT BY DIRECTOR COMMUNITIES.

Decision

 

NOTED

9.1     the Forward Business Plan items for Wigtown Area Committee as detailed in the Appendix;

9.2     the Wigtown Area Committee Community meeting in relation to Transport Issues on the A75 and A77 was scheduled to take place on 28 February 2017 at 7pm in Douglas Ewart High School, Newton Stewart; and

9.3     that the Wigtown Area Committee Community meeting in relation to Derelict Buildings to be arranged for March 2017 should include information on the use of the Derelict Building Fund available to the Council and how this could be used to improve the derelict buildings in communities to improve health and wellbeing of residents.

10 ANY OTHER BUSINESS DEEMED URGENT BY THE CHAIRMAN DUE TO THE NEED FOR A DECISION

Decision

 

10.1     NOTED that there was no items of business deemed urgent by the Chairman due for the need for a decision; and

10.2     REQUESTED that consideration be given to a report at the next area committee meeting due to an issue raised by Portpatrick Community Council to Members regarding the Council’s proposal to amend the cluster arrangements at Portpatrick Primary School. It was noted that this matter was delegated to the Childrens, Young People and Lifelong Learning Committee. This matter was requested as urgent as any changes proposed are due to take effect from April 2017, and the committee sought assurance that the consultation process which had been undertaken had met the requirements of the 2006 Parental Involvement Act and clarity on what the changes proposed are.
