2 APPOINTMENT OF A CHAIRMAN

Decision

 

AGREED to appoint Rob Davidson as Chairman 

3 DECLARATIONS OF INTEREST

Ian Blake declared an interest in Item 6, Application for Financial Assistance Under Purpose One: Annual Grant towards insurance and minibus expenses in 2017-18, by virtue of being the Council's representative on the Dalbeattie Day Centre and determined that his interest was such that he would remain in the meeting for consideration of this item.

 

Ian Robertson declared an interest in Item 6, Application for Financial Assistance Under Purpose One: Annual Grant towards insurance and minibus expenses in 2017-18, by virtue of being the Community Council's representative on the Dalbeattie Day Centre and determined that his interest was such that he would remain in the meeting for consideration of this item.

4 PROGRESS ON THE REORGANISATION OF THE TRUST - REPORT BY HEAD OF FINANCE AND PROCUREMENT

Decision

 

4.1      NOTED the advice from the Office of the Charity Regulator (OSCR) and Audit Scotland regarding the proposed change from the William Blyth Trust to the Dalbeattie Bequest;

 

4.2      REAFFIRMED the agreement to the transfer of responsibility for disbursement of funds from the William Blyth Trust to the Dalbeattie Bequest;

 

4.3      NOTED the cessation of the William Blyth Trust as an active Section 106 charity once all other arrangements are finalised; and

 

4.4      AGREED to re-circulate the application for incorporation as a Scottish Charitable Incorporated Organisation (SCIO) and the Constitution submitted to the Office of the Scottish Charity Regulator (OSCR) to establish the Dalbeattie Bequest.

5 FINANCIAL PLAN 2017-18 - REPORT BY HEAD OF FINANCE AND PROCUREMENT

Decision

 

NOTED that the Financial Plan anticipates free income of £18,000 for 2017/18.

6 APPLICATION FOR FINANCIAL ASSISTANCE UNDER PURPOSE ONE: ANNUAL GRANT TOWARDS INSURANCE AND MINIBUS EXPENSES IN 2017/2018 - REPORT BY DIRECTOR COMMUNITIES

Decision

 

AGREED to award up to £12,000 to Dalbeattie Day Centre towards the cost of minibus expenses and day centre insurance costs for the 2017/2018 financial year.

7 APPLICATION FOR FINANCIAL ASSISTANCE TO VOLUNTARY ORGANISATIONS UNDER PURPOSE FOUR - ST CUTHBERT’S CLUB FOR THE DISABLED IN 2017/18 - REPORT BY DIRECTOR COMMUNITIES

Decision

 

AGREED to award £500 to the St Cuthbert’s Club for the Disabled towards the costs associated with social outings for members of the club during the 2017/18 financial year.

8 APPLICATION FOR FINANCIAL ASSISTANCE TO VOLUNTARY ORGANISATIONS UNDER PURPOSE FOUR - DALBEATTIE FRIENDSHIP CLUB IN 2017/2018 - REPORT BY DIRECTOR COMMUNITIES

Decision

 

AGREED to award £600 to the Dalbeattie Friendship Club towards the costs associated with coach hire for social outings for members of the club during the financial year 2017-18.

Decision

 

NOTED that there were no other items of business deemed urgent by the Chairman due to the need for a decision.

10 LOCAL GOVERNMENT (SCOTLAND) ACT 1973

AGREED to adopt a resolution to exclude the public from the meeting in terms of Section 50A (4) and paragraph 4 of Part 1 of Schedule 7A to the Local Government (Scotland) Act 1973

Summary of Report - This report provided information regarding applications for financial assistance from individuals to the William Blyth Trust.

 

Decision

 

AGREED

 

11.1      a grant level of £90 as per the Financial Plan for 2017-18;

 

11.2      the payment of grants to existing applicants numbered 1 to 50 as detailed in Appendix 1 of the report subject to all applicants having returned the necessary paperwork, NOTING that number 1 would be withdrawn as the person was now deceased; and

 

11.3      the payment to the new applicant as detailed in Appendix 2 of the report.
