2 DECLARATIONS OF INTEREST

3 DEALING WITH DERELICT BUILDINGS WITHIN WIGTOWN AREA - REPORT BY DIRECTOR COMMUNITIES.

Decision

 

AGREED
3.1     the format for the evening as detailed at paragraph 4 of the report with the exclusion of break out group sessions;

NOTED
3.2     that the background report addressed the issues around derelict buildings where community engagement had a role to play: reporting dangerous buildings; building owners accessing economic development capital funding; and the development of the new Town Centre Living Fund;

3.3     the presentation from Planning and Building Services about the Council’s powers in regards to dangerous buildings; and

3.4     that the following derelict buildings would be investigated by the Planning and Building Control Service as potentially dangerous and an update on the position of each would be given back to Ward Members and relevant Community Councils:-

  • Grapes Hotel, Victoria Street, Newton Stewart : Cree Valley Community Council; 
  • Granite Works/former Creamery, Sorbie : Sorbie Community Council; 
  • Former Grapes Hotel, Whithorn : The Royal Burgh of Whithorn & District Community Council; and 
  • 9 High Street, Whithorn : The Royal Burgh of Whithorn & District Community Council;

AGREED
3.5     to request that Community Councils and neighbours be kept informed about buildings within their boundaries/communities that are being investigated and monitored as being potentially dangerous;

3.6     request that the Council lobby Government for there to be an extension to the current legislation to enhance Councils’ powers to be able to be proactive about dealing with derelict buildings;

3.7     to request a pilot within the Wigtown area be used to test out an interagency approach to address the problem of derelict buildings which will see Community Councils and other local groups taking an active role working with Planning and Building Standards; Housing; Environmental Health; Economic Regeneration; Police Scotland; Community Safety; and Legal Services; and

3.8     to request that a report be presented to the relevant decision-making forum within a year about the pilot project and the potential for this to be developed as a holistic Strategy for our Council.
