Decision

APPROVED subject to an amendment on the frontis which should state the members present as being:- Ivor Hyslop, Chairman, Gillian Dykes, Patsy Gilroy, Alastair Witts and Andrew Wood; and at item 1 which should state that there were 5 Members present, 5 apologies.

Decision

CONSIDERED

4.1     the further evidence from the desktop review of shop front improvement schemes from other Local Authorities as detailed in the Appendix to the report, noting in particular the criteria and approach deployed by Renfrewshire Council;
 

4.2     the summary of the updated information included in 3.5 and 3.6 of the report;

AGREED

4.3     that this would be added to the evidence gathered for the Town and Village Improvements Scrutiny Review; and

4.4     that information on the role of Building Standards in relation to town centre buildings and the deterioration of property would be gathered for the next Committee meeting. 
 

Decision

5.1     CONSIDERED the evidence and information detailed in paragraphs 3.4 to 3.6 of the report;
 

AGREED

5.2     that this should be added to the evidence gathered for the Town and Village Improvements Scrutiny Review; and

5.3     the need to consider strengthening the link to sustainability of town and village centres and Planning through the Local Development Plan 2 (LDP2) and add this to the evidence gathered for the Town and Village Improvements Scrutiny Review.

6.1     NOTED the progress and actions taken for the Town and Village Improvements Scrutiny Review;

REVIEWED AND AGREED

6.2     the next steps for the Scrutiny Review as set out in Appendix 1 to the report and highlighted at paragraph 3.5 of the report; and

6.3     the evidence and analysis so far from the scrutiny review and detailed in Appendix 2 to the report and reflected in the summary at 3.7 of the report;

AGREED

6.4     that the initial observations are developed into recommendations to be considered at the next meeting of this Committee;

6.5     to receive further evidence in relation to the activity of Registered Social Landlords in developing town and village centres locally;

6.6     to receive further information on whether there is consistency and clarity for the regions car parks and on street parking including information relating to length of stay, restrictions and where to find further information whether locally or through on line sources;

6.7     that further evidence is gathered on the availability of signage and information to assist visitors and the public at bus stops and transport links;

6.8     that further evidence is gathered on the consistency of signage when entering the regions town and village centres and to assist the promotion of local attractions and make them more accessible to tourists; and

6.9     that an update on the uptake of the Shop Front Improvement Scheme within the region be provided at the March meeting of this Committee. FURTHER AGREED that this include feedback from the shops which had applied for this.
