4 SCRUTINY REVIEW - TOWN AND VILLAGE IMPROVEMENTS WITH HEAD OF PLANNING AND REGULATORY SERVICES AND SERVICE MANAGER STRATEGIC PROJECTS - REPORT BY DIRECTOR CORPORATE SERVICES

Decision

 

4.1     CONSIDERED the evidence and information presented to the Preparatory Workshop on 14 November 2016 as detailed in the Appendix to the report;

 

AGREED

 

4.2     that this would be added to the evidence gathered for the Town and Village Improvements Review;

 
4.3     that evidence from other town and villages in the region is sought and added into the Town and Village Improvements Scrutiny Review;

4.4     that the uptake of the Shop Front Improvement Scheme in other Scottish Local Authorities would be reviewed and the evidence reported back to this Committee;

4.5     that information is gathered and reported back to this Committee on what town and village signage improvement have been progressed; and

 

4.6     that further information be provided on Town Centre living that details schemes and benefits and potential for towns in Dumfries and Galloway.
 

5 SCRUTINY REVIEW - TOWN AND VILLAGE IMPROVEMENTS: DESKTOP REVIEW OF SCHEMES IN OTHER LOCAL AUTHORITIES - REPORT BY DIRECTOR CORPORATE SERVICES

Decision

 

5.1      CONSIDERED the evidence and information collected during the desktop review evidence of model from other local authorities as detailed in the Appendix to the report; and

 

AGREED

 

5.2     that this would be added to the evidence gathered for the Town and Village Improvements Scrutiny Review; and
 

5.3     that a full set of evidence gathered to date regarding the Town and Village Improvement Scrutiny Review be presented to this Committee at their next meeting.

6 SCRUTINY REVIEW ON TOWN AND VILLAGE IMPROVEMENTS - ACTIONS AND NEXT STEPS - REPORT BY DIRECTOR CORPORATE SERVICES

Decision

 

6.1     NOTED the progress and actions taken for the Town and Village Improvements Scrutiny Review; and

 

6.2     AGREED the next steps for the Scrutiny Review as set out in the Appendix to the report.
 

7 SCRUTINY REVIEW - ACCESS TO SERVICES AND USE OF PUBLIC BUILDINGS- FEEDBACK FROM PREPARATORY WORKSHOP WITH STRATEGIC LEAD OF PHYSICAL LEARNING ENVIRONMENTS - REPORT BY DIRECTOR CORPORATE SERVICES

Decision

 

7.1     CONSIDERED the summary of evidence and information provided during the round table discussions with the Strategic Lead of Physical Learning Environments as detailed in the Appendix to the report, and

 

7.2     AGREED that this would be added to the evidence gathered for the Access to Services and Use of Public Buildings Scrutiny Review.
 

8 SCRUTINY REVIEW - ACCESS TO SERVICES AND USE OF PUBLIC BUILDINGS - DRAFT RECOMMENDATIONS - REPORT BY DIRECTOR CORPORATE SERVICES

8.1     NOTED the progress and actions taken for the Access to Services and Use of Public Buildings Scrutiny Review;

 

AGREED

 

8.2      the evidence and analysis to date from the scrutiny review detailed in the Appendix to the report; and

 

8.3      the draft recommendations detailed in paragraph 3.5 and 3.6 to be presented to Full Council.
 

9 SCRUTINY REVIEW - PUBLIC INVOLVEMENT - FEEDBACK FROM COMMUNITY COUNCILS ON PUBLIC INVOLVEMENT - REPORT BY DIRECTOR CORPORATE SERVICES

Decision

 

9.1    NOTED the tabled response on the Public Involvement Scrutiny Review - Community Councils Consultation (appendix);

 

9.2    CONSIDERED the evidence and information collected through the questionnaire responses from Community Councils as detailed in the Appendix to the report;

 

AGREED 

 

9.3     the that key points in 3.5 would be added to the evidence gathered for the Public Involvement Scrutiny Review; and

 

9.4     that the roles of Community Councils, Councillors and Council Officers be clarified to improve understanding of each other's important roles in public involvement.

 

 

 

 

 

 

 


 

10 SCRUTINY REVIEW - PUBLIC INVOLVEMENT - FINAL DRAFT RECOMMENDATIONS - REPORT BY DIRECTOR CORPORATE SERVICES

AGREED

 

10.1     the evidence and analysis so far from the scrutiny review detailed in the Appendix to the report; and

 

10.2     the draft recommendations 1-5 detailed in 3.5, and the draft recommendation 6 in 3.6 that are incorporated into the recommendations reported in the Appendix to the report, that they will be presented to Full Council on 15 December 2016.
