2 DECLARATIONS OF INTEREST

Alistair Geddes declared an interest in Item 4 by virtue of the fact that he was a Board Member for Fisheries Local Action Group (FLAG), Dumfries and Galloway Biosphere Partnership Board and had determined that his interest was such that he would remain in the meeting for consideration of this item.

 

PROCEDURE - It was confirmed that the Director had not presented the outcomes of the services reviews to the political groups in advance of this meeting as detailed in the report at paragraph 4.9 and would arrange for this to be carried out at the earliest opportunity following this meeting and that the purpose of this meeting was to review and note the savings options and that no savings decisions were to be agreed until the budget process was followed by each group reporting their savings options to Full Council in December 2013 for debate and further scrutiny.

 
3 SERVICE REVIEWS - PLANNING AND ENVIRONMENT SERVICES - REPORT BY DIRECTOR PLANNING AND ENVIRONMENT SERVICES

PROCEDURE - In response to the service review a letter from Unison dated 20 November 2013 was circulated at the meeting asking all Councillors to consider very carefully their budget setting decisions to ensure that the public are properly protected.


MEMBERS - Iain Dick, Grahame Forster, Alistair Geddes and Jack Groom left during consideration of this item - 14 Members present


Decision

 

3.1   REVIEWED the outcomes of the four service reviews giving consideration to the deliverability of options together with the actions to progress;


3.2   NOTED the savings options presented which are available for development by Political Groups as part of the 2014/15 budget setting process; and


3.3   THANKED all the staff involved in carrying out the service reviews and for the information presented and welcomed this process to be repeated by all departments across the Council.
