1 SEDERUNT AND APOLOGIES

The Chairman welcomed Frank Gallop and Derek Penman QPM, HM Inspector of Constabulary Scotland to the meeting and advised that Fiona Millar, Scottish Police Authority, would shortly join the meeting as an observer.   Further, the Chairman intimated that George Graham had been assigned as the new SPA Board member representative.

The Chairman referred to the recent Member visit to the Govan Area Control Centre on 30 November 2015 and thanked Chief Inspector Gordon Smith and the management team for their assistance during the tour of the facility and consideration of local policing issues relating to Dumfries and Galloway.

4 SCOTTISH FIRE AND RESCUE SERVICE DUMFRIES AND GALLOWAY LOCAL PLAN SIX MONTH PERFORMANCE UPDATE - 1 APRIL 2015 - 30 SEPTEMBER 2015 - REPORT BY DIRECTOR COMMUNITIES

4.1      SCRUTINISED the performance report from Scottish Fire and Rescue Service, for Dumfries and Galloway, from 1 April 2015 to 30 September 2015, as detailed in the Appendix 1; and

 

4.2      NOTED the Public Performance Report 2014-2015 for Scottish Fire and Rescue Service in Dumfries and Galloway in Appendix 2.

 
5 POLICE SCOTLAND DUMFRIES AND GALLOWAY LOCAL PLAN SIX MONTH PERFORMANCE UPDATE - 1 APRIL 2015 - 30 SEPTEMBER 2015 - REPORT BY DIRECTOR COMMUNITIES

5.1      SCRUTINISED the performance report from Police Scotland, for Dumfries and Galloway, from 1 April 2015 - 30 September 2015, as detailed in the Appendix to the report; and

 

5.2      NOTED that proposals for the upgrade of cctv systems were being developed and would be the subject of a report to the appropriate Council Committee(s) in due course.

 
6 ROAD SAFETY AND POLICING IN DUMFRIES AND GALLOWAY - SIX MONTH PERFORMANCE REPORT TO 30 SEPTEMBER 2015 - REPORT BY DIRECTOR COMMUNITIES

Decision

 

6.1      SCRUTINISED the roads policing performance report for Dumfries and Galloway, from 1 April 2015 to 30 September 2015 and comparisons with 2014 performance as detailed in the Appendix;

 

6.2      NOTED the improvement action ongoing, particularly the Elderly Drivers Scheme for older people; the Safe Drive Stay Alive programme for young drivers and the Crime Car for travelling criminals.;

 

6.3      REQUESTED that, where possible, the following detail be provided in future Roads Policing performance reports:-

  • a breakdown of speeding offences detected by (1) restricted /non-restricted roads and (2) roads policing officers / safety cameras
  • numbers of discretionary warnings provided to motorists by roads policing officers
  • analysis of classification of road incidents by trunk/non-trunk roads
 
7 POLICE SCOTLAND DUMFRIES AND GALLOWAY CONTINUOUS IMPROVEMENT GROUP - REPORT BY DIRECTOR COMMUNITIES

Decision

 

7.1      NOTED the formation of the Police Scotland Dumfries and Galloway Continuous Improvement Group; and

 

7.2      AGREED that Ronnie Ogilvie be appointed as substitute for the Chariman on the Continuous Improvement Group.
