PROCEDURE - The Convenor inteimated that, with the agreement of Members, he intended to take an additional item of exempt business regarding the Consultation on the Designations of Scottish Fire and Rescue Service Local Senior Officer - Dumfries and Galloway due to the need for a decision.  A paper would be circulated, at which time Members would be asked if they required to declare an interest in this particular item

PROCEDURE - the Chairman intimated that with the agreement of Members that there be an item of urgent exempt business which would be taken under Item 7.

3 SOUTH WEST TERRITORY HUB FORMATION - REPORT BY DIRECTOR CHIEF EXECUTIVE SERVICE

Decision

 

AGREED

 

3.1     to Police and Fire and Rescue becoming participants in hubco; and

 

3.2     to delegate to the Chief Executive to sign Territory Partnership Agreement and the Participants Agreement

4 POLICE PERFORMANCE REPORT - REPORT BY CHIEF CONSTABLE

Decision

 

NOTED and scrutinised the policing performance for the period up to 31 December 2012 against the three year average, appreciating the progress made at this challenging time.

5 POLICE REVENUE BUDGET MONITORING 2012-13 AS AT 31 DECEMBER 2012 - REPORT BY CHIEF CONSTABLE

Decision

 

NOTED and scrutinised

 

5.1     the current projected under spend of £194k for this fiscal year mainly to the continuation of tight spending control and the ongoing identification of efficiencies; and

 

5.2     the additional income received in 2012/13 both in respect of the provision of officers and staff to police the Olympics and additional funding streams

6 POLICE CAPITAL PROGRAMME MONITORING REPORT AS AT 31 DECEMBER 2012 - REPORT BY CHIEF CONSTABLE

Decision

 

NOTED

 

6.1     the capital expenditure of £1,355,496 to 30 December 2012 in relation to the 2012/13 Police Capital Programme; and

 

6.2     the progress and re-profiling to date along with the projected spend on each of the projects against budget

7 ANY OTHER BUSINESS DEEMED URGENT BY THE CHAIRMAN DUE TO THE NEED FOR A DECISION

The Committee thanked Carol Henshall for all her hard work and dedicated support over the years to the Committee and Officers of the Police, Fire and Rescue Committee

AGREED to adopt a resolution to exclude the public in terms of paragraph 1 of part 1 of Schedule 7A to the Local Government Act 1973

SUMMARY - The report provided Member with the details of the formal consultation on the designation of a Scottish Fire and Rescue Service Local Service Officer for Dumfries and Galloway Council from the Chief Officer of the Scottish Fire and Rescue Service
