5 SCOTTISH FIRE AND RESCUE SERVICE DUMFRIES AND GALLOWAY LOCAL PLAN - REPORT BY ACTING DEPUTY CHIEF FIRE OFFICER

5.1     the contents of the Local Fire and Rescue Plan and Action Plan; and

 

5.2     to recommend the Local Fire and Rescue Plan and Action Plan to the Full Council for implementation and approval

6 LOCAL POLICING PLAN - REPORT BY CHIEF CONSTABLE

6.1      the Local Policing Plan;

 

6.2      to recommend the Local Policing Plan to the Full Council for implementation and publication on 1 April 2013 by Police Scotland

 

NOTED

 

6.3     the role of the Council as Police Authority in scrutinising policing performance and the arrangements through which performance will be reported and monitored; 

 

6.4     that the plan provided for robust scrutiny of local policing performance.

7 REVIEW OF SCHEMES OF DELEGATION - REPORT BY DIRECTOR OF CHIEF EXECUTIVE SERVICE

AGREED

 

7.1     to recommend to the Full Council, at its meeting on 28 March 2013 that:

 

(i)   a Sub-Committee of the full Council be established with a membership of 11, based on proportionality, and that its remit be initially focused on Police and Fire and Rescue matters;

(ii) the Ad Hoc Sub-Committee Review of Schemes should give formal consideration to Police and Fire and Rescue matters being part of a wider public protection/community safety remit;

(iii)  the long term arrangements be agreed by the summer 2013 recess;

(iv)  Area Committees continue to be the focus for local reporting on Police and Fire and Rescue matters; and (v)   the Sub-Committee would consolidate partnership working, relationships and communications with appropriate input from partners, noting that there would be a continuation of the existing partnership/group arrangements involving Police and Fire and Rescue personnel for 2013-14
 

8 POLICE CAPITAL PROGRAMME MONITORING 2012-13 - REPORT BY CHIEF CONSTABLE

8.1     the capital expenditure of £1,608,244 to 30 December 2012 in relation to the 2012/13 Police Capital Programme;

 

8.2     the progress and re-profiling to date along with the projected spend on each of the projects against budget

 

8.3     COMMENDED the Chief Constable for being well within budget   
 

9 POLICE REVENUE BUDGET MONITORING 2012-13 2012-13 AS AT 28 FEBRUARY 2013- REPORT BY CHIEF CONSTABLE

9.1     the currently projected under spend of £301K for this fiscal year due mainly to the continuation of tight spending control and the ongoing identification of efficiencies; and

 

9.2     the additional income received in 2012-13 both in respect of the our provision of officers and staff to police the Olympics and additional funding streams
 

10 POLICE PERFORMANCE REPORT - REPORT BY CHIEF CONSTABLE

11 INTERIM EQUALITY AND DIVERSITY STRATEGY 2013-2014 - REPORT BY SUPERINTENDENT

HOMOLOGATION
12 STAFF TRANSFER AGREEMENT - REPORT BY DIRECTOR CHIEF EXECUTIVE SERVICE

AGREED 

 

12.1     to the transfer of 297 staff employed by Dumfries and Galloway Council who were eligible to move to the Scottish Police Authority and the Scottish Fire and Rescue Service on 1 April 2013; and

 

12.2     to remit to Director Chief Executive Service to execute the Staff Transfer Agreement and all relevant paperwork required to effect the transfer
