4 ENABLING COMMUNITY EMPOWERMENT - REPORT BY SERVICE MANAGER AREA FRAMEWORK AND COMMUNITY LEARNING AND DEVELOPMENT (NITHSDALE)

4.1      AGREED that the format of the meeting be a short presentation on the Council's Enabling Community Empowerment Service Review followed by facilitated group discussion.


PROCEDURE the Chairman advised that the meeting would now break to allow members of the public to participate in workshops to discuss the following questions on Community Empowerment:


(a)     How our Council can be better organised to work with communities to meet their needs and deliver local solutions, including making the most of assets that matter most and providing support for them to access external funding?
(b)     How our Council can better support local communities to get involved in issues relevant to them and contribute to community planning, thereby influencing service planning and delivery?
(c)     How our Council can improve approaches to community engagement and public involvement?
(d)     How our Council can improve decision making processes to ensure appropriate consultation and representation from communities and customers affected?


MEMBERS - Graham Bell and Andrew S Wood left the meeting - 15 Members present.


4.2     AGREED that all comments from the public discussion groups would be created as an Appendix to the Minute of this meeting and considered as part of the Enabling Community Empowerment Service Review.
 

5 PUBLIC FORUM

Decision

 

NOTED comments from members of the public with regard to:-

  • public involvement at Area Committee meetings, NOTING that there would be an item in respect of community input into Area Committee meetings on the Agenda of the Nithsdale Area Committee (Business) meeting on 4 November 2015
  • that members of the public should be encouraged to send in questions in advance of any Nithsdale Area Community meeting to allow Officers/Members sufficient time to prepare a response
  • progress in respect of DGOne, NOTING that this would be an item on the Agenda of the meeting of full Council on 19 October 2015
  • progress on the establishment of the Loreburn Hall Trust; NOTING Members advice that the Council’s Disposal Policy would be adhered to
  • concerns on boundaries whereby some Community Councils are serviced by one Area yet their respective Councillors sit on a different Area Committee, NOTING that a Boundary Review is currently underway
  • concerns that Members do not engage with young people, particularly in rural areas, NOTING that a Nithsdale Area Committee (Community) meeting on Services for Young People and Youth Participation in Nithsdale was scheduled for 10 November 2015 in the Oasis centre, Dumfries and arrangements would be made to maximize the use of technology to enable young people to participate remotely
  • a future public meeting on the finalisation of plans for the Whitesands project, NOTING that further community consultation was taking place throug a public exhibition being held in the Bakers Oven, High Street, Dumfries from 1-3 October 2015 and there was opportunity to comment on the proposals through an online survey.  The outcome of this would be reported to a future meeting of the Economic, Environment and Infrastructure Committee.
