AGREED to appoint John Martin as Chairman for the meeting.

4 19 SOUTH CRESCENT, PORTPATRICK - REFUSAL OF PLANNING PERMISSION FOR ALTERATIONS AND INSTALLATION OF PATIO DOORS TO EXISTING BALCONY ON FRONT ELEVATION OF DWELLINGHOUSE (16/P/1/0108)

VOTE

 

4.1   MOTION by JANE S MAITLAND seconded by ARCHIE DRYBURGH to uphold the decision of the Appointed Officer and that the application be refused on the grounds that the design of the alterations fails to preserve or enhance the scale and character of the existing dwellinghouse and the wider Conservation Area and would be contrary to Dumfries and Galloway Local Development Plan Policy H8, HE2 and OP2 and the Supplementary Guidance - Alterations and Extensions to Houses.

 

4.2   AMENDMENT by IAIN DICK seconded by ANDY FERGUSON to reverse the decision of the Appointed Officer and that the application by approved as an exception to policy on the grounds that this design would preserve and enhance the scale and character of the existing dwellinghouse and the wider Conservation Area.

 

4.3   On a vote being taken by roll call, Members voted as follows:

 

Motion - 2 votes being:

 

Archie Dryburgh and Jane S Maitland.

 

Amendment - 3 votes being:

 

John Martin, Iain Dick and Andy Ferguson.

AGREED

 

4.4   that the Local Review Body had sufficient information before it to enable it to determine the review; and

 

4.5   having considered the terms of the Notice of Review before them, and all other relevant associated documents in the review papers, AGREED to reverse the decision of the Appointed Officer and that the application by APPROVED as an exception to policy on the grounds that this design would preserve and enhance the scale and character of the existing dwellinghouse and the wider Conservation Area.

5 ANY OTHER BUSINESS DEEMED URGENT BY THE CHAIRMAN DUE TO THE NEED FOR A DECISION
