PROCEDURE - The Sub-Committee noted that Stephen Hinton-Smith would be retiring from the Council at the end of June 2016 and wished to record their thanks for all his hard work and advice to the committee over the years and wished him well for the future.

Decision

 

APPROVED subject to subject to amendment at Item 8 - APPLICATION FOR FINANCIAL ASSISTANCE FROM STEWARTRY COUNCIL OF VOLUNTARY SERVICES - REPOT BY HEAD OF CIVIC AND LOCAL SERVICES should read

 

NOTED

 

8.1    that a free income balance of £8,505 is available for disbursement in 2015/16;

 

8.2    that income available for grants is expected to be in the region of £17,412 for 2016/17; and

 

AGREED

 

8.3    a nil award in respect of the Stewartry Council for Voluntary Services' project Kirkcudbright People to produce a book that portrays photographs of the people of Kirkcudbright for future generations as detailed in paragraphs 3.7 to 3.11.

 
4 FINANCIAL PLAN 2016/17 - REPORT BY HEAD OF FINANCE AND PROCUREMENT

Decision

 

NOTED

 

4.1    that a surplus of £14,958 was recorded for 2015/16; 

 

4.2    that the investment and Interest income for 2016/17 will be in the region of £20,000; 

 

4.3    that a receipt of £107,200 has been received from the Mitchell Trust in 2016/17;

 

4.4    that the free income available for grants is expected to be in the region of £133,027 for 2016/17; and

 

4.5    AGREED to invest £120,000 in the investment portfolio managed by Brewin Dolphin Limited.

5 APPLICATION FOR FINANCIAL ASSISTANCE FROM KIRKCUDBRIGHT SUMMER FESTIVITIES - REPORT BY HEAD OF CIVIC AND LOCAL SERVICES

Decision

 

5.1    NOTED that a free income balance of £14,958 is expected to be available for disbursement in 2016/17 excluding the recent receipt from the John Mitchell Deceased Trust; and

 

5.2    AGREED to award funding of £2,000 towards Kirkcudbright Summer Festivities in 2016 to assist with the costs of paying for the event.

6 APPLICATION FOR FINANCIAL ASSISTANCE FROM GALLOWAY CHILDREN’S FESTIVAL - REPORT BY HEAD OF CIVIC AND LOCAL SERVICES

Decision

 

6.1    NOTED that a free income balance of £14,958 is expected to be available for disbursement in 2016/17 excluding the recent receipt from the John Mitchell Deceased Trust; and

 

6.2    AGREED to award funding of £1,000 towards the Galloway Children’s Festival Project in 2016 to assist with the costs of paying performers for the event.
