3 MINUTE OF MEETING OF 18 NOVEMBER 2015

Decision

 

APPROVED subject to the amendment at paragraph 5.5 to read "....balance would be held towards the Galloway Hoard....".

 

PROCEDURE - The Chairman intimated that with the consent of Members, he intended to take item 5 Investment Portfolio Risk Category - Report by Head of Finance and Procurement as the last item on the agenda. This was agreed. The items in this Minute are recorded in the order in which they appeared on the agenda.
 

4 MONITORING REPORT TO 31 JANUARY 2016 - REPORT BY HEAD OF FINANCE AND PROCUREMENT

Decision

 

NOTED

 

4.1      receipts and expenditure to date are in line with the forecast outturn;

 

4.2      no grants have been paid to date; and

 

4.3      based on the Forecast Outturn all income for 2015/16 there is a further £8,308 that could be disbursed.
 

5 INVESTMENT PORTFOLIO RISK CATEGORY - REPORT BY HEAD OF FINANCE AND PROCUREMENT

Decision

 

AGREED

 

5.1      the new investment portfolio risk category as detailed at paragraphs 3.6 - 3.8; and

 

5.2      the investment objective continue to be income and capital growth and adopt the new risk category 6 as suggested by Brewin and Dolphin.
 

6 APPLICATION FOR FINANCIAL ASSISTANCE FROM THE KIRKCUDBRIGHT JAZZ FESTIVAL - REPORT BY HEAD OF CIVIC AND LOCAL SERVICES

Decision

 

NOTED

 

6.1      that a free income balance of £8,505 is available for disbursement in 2015/2016; 

 

6.2      free income available for grants is expected to be in the region of £17,412 for 2016/2017; and 


AGREED

 

6.3      to award funding of up to £750 to the Kirkcudbright Jazz Festival towards supplementing the income from sponsors, patrons, advertisers, ticket, programme and raffle sales in order to cover the costs of providing entertainment over the weekend of the 2016 Festival for both townspeople and visitors alike as detailed in paragraphs 3.7 to 3.10

7 APPLICATION FOR FINANCIAL ASSISTANCE FROM THE KIRKCUDBRIGHT FORUM - REPORT BY HEAD OF CIVIC AND LOCAL SERVICES

NOTED

 

7.1      that a free income balance of £8,505 is available for disbursement in 2015/16;

 

7.2      free income available for grants is expected to be in the region of £17,412 for 2016/2017; and 

 

AGREED

 

7.3      to award funding of £5,000 towards The Kirkcudbright Forum towards the production of Visit Kirkcudbright and What's On 2016 as detailed in paragraphs 3.7 to 3.12.
 

8 APPLICATION FOR FINANCIAL ASSISTANCE FROM STEWARTRY COUNCIL OF VOLUNTARY SERVICES - REPOT BY HEAD OF CIVIC AND LOCAL SERVICES

NOTED

 

7.1 that a free income balance of £8,505 is available for disbursement in 2015/16;

 

7.2 free income available for grants is expected to be in the region of £17,412 for 2016/2017; and 

 

AGREED

 

7.3 to award funding of £5,000 towards The Kirkcudbright Forum towards the production of Visit Kirkcudbright and What's On 2016 as detailed in paragraphs 3.7 to 3.12.
 

9 APPLICATION FOR FINANCIAL ASSISTANCE FROM KIRKCUDBRIGHT PARISH CHURCH - REPORT BY HEAD OF CIVIC AND LOCAL SERVICES

Decision

 

NOTED

 

9.1      that a free income balance of £8,505 is available for disbursement in 2015/2016;


9.2      free income available for grants is expected to be in the region of £17,412 for 2016/2017; and 

 

AGREED

 

9.3     to award funding of up to £3,000 towards Kirkcudbright Parish Church repair and upgrade as detailed in paragraphs 3.7 to 3.11.
