Decision

 

NOTED the remit of the Harbours Sub Committee as detailed at 3.2 in the report.

4 APPROVAL OF THE DUMFRIES AND GALLOWAY COUNCIL HARBOURS’ MARINE SAFETY MANAGEMENT SYSTEM - REPORT BY DIRECTOR ECONOMY, ENVIRONMENT AND INFRASTRUCTURE

Decision

 

AGREED the latest version of the Safety Management System as detailed in paragraphs 3.1 to 3.3 in the report and contained within the Appendix to the report.

5 UPDATE ON PORT MARINE SAFETY CODE AUDIT BY MARITIME AND COASTGUARD AGENCY AND ON WORK BEING UNDERTAKEN TO COMPLY WITH RECOMMENDATIONS OF AUDITS UNDERTAKEN BY THE DESIGNATED PERSON - REPORT BY DIRECTOR ECONOMY, ENVIRONMENT AND INFRASTRUCTURE

NOTED

 

5.1   that following the reporting of the Port Marine Safety Code (PMSC) Compliance Audit undertaken by the Maritime and Coastguard Agency (MCA) on 3 and 4 October 2016 for Stranraer and Kirkcudbright Harbours to this Committee on 28 November 2016, Table 1 detailed a further update on actions by the Council; and

 

5.2   the recommendations of the Port Marine Safety Code (PMSC) Compliance Audit undertaken by the Designated Person on 7-8 March 2017 and the actions being undertaken by the Council, all as detailed in Table 2.

6 UPDATE ON THE HARBOUR ORDERS FOR STRANRAER AND LOCH RYAN HARBOUR AND KIRKCUDBRIGHT HARBOUR - REPORT BY DIRECTOR ECONOMY, ENVIRONMENT AND INFRASTRUCTURE

NOTED

 

6.1   the progress with the development of a Harbour Revision Order for Kirkcudbright as detailed in paragraphs 3.3 to 3.6 in the report;

 

6.2   the progress with the development of a Harbour Revision Order for Stranraer and Loch Ryan, including the recent meeting with the Maritime and Coastguard Agency as detailed in paragraphs 3.7 to 3.9 in the report; and

 

6.3   AGREED the proposed harbour extents (Appendix 5 to the report) and management of safe navigation within Loch Ryan that will allow the progression of a Harbour Revision Order as detailed in paragraphs 3.10 to 3.12 in the report.

7 ANY OTHER BUSINESS DEEMED URGENT BY THE CHAIRMAN DUE TO THE NEED FOR A DECISION
