PROCEDURE - The Chairman advised the Committee that the Armed Forces Covenant Employers Recognition Scheme Silver award been awarded to Dumfries and Galloway Council and expressed congratulations for this award.

3 DELEGATION TO ENTERPRISING SERVICES SUB-COMMITTEE - REPORT BY DIRECTOR CORPORATE SERVICES

Decision

 

NOTED

 

3.1   the remit of the Enterprising Services Sub-Committee as detailed at 3.2 in the report; and

 

3.2   that the Sub-Committee would receive regular reports back on tenders approved under delegated authority.

4 EEI - ENTERPRISING SERVICES MONITORING REPORT 2016-17 FOR THE PERIOD ENDED 30 SEPEMBER 2016 - REPORT BY DIRECTOR ECONOMY, ENVIRONMENT AND INFRASTRUCTURE

Decision

 

NOTED

4.1   that, based on the first six months expenditure, the trading element of Enterprising Services was projected to return a surplus of £785,056 against a budgeted surplus of £826,271. If this situation continued it would result in Enterprising Services returning £41,215 less than expected to the Council’s general fund;

 

4.2   that, based on the first six months expenditure, the general fund element of Enterprising Services was expected to overspend by £74,900 by the year-end;

 

4.3   that, the Enterprising Services management team were currently progressing a range of measures to ensure the above projected outturn positions are improved by the end of the financial year, with the trading element meeting it’s budgeted surplus and the general fund returning a balanced budget; and

 

4.4   AGREED to receive a report providing a full analysis of performance against budget for Trading Services.

5 ENTERPRISING DG - COMMERCIAL DEVELOPMENT PLAN - REPORT BY DIRECTOR ECONOMY, ENVIRONMENT AND INFRASTRUCTURE

Decision

 

5.1   NOTED the Enterprising DG Commercial Development Plan as approved by the Economy, Environment and Infrastructure Committee on 14 June 2016;

 

AGREED

 

5.2   that any business proposal will meet at least one of the five set criteria as detailed in paragraph 3.5; and

 

5.3   to receive a report providing clarity on the Commercial Development Plan and the budgeted outturn figures provided therein.
 

6 ANY OTHER BUSINESS DEEMED URGENT BY THE CHAIRMAN DUE TO THE NEED FOR A DECISION

NOTED that there was no business deemed urgent by the Chairman due to the need for a decision.

7 LOCAL GOVERNMENT SCOTLAND ACT 1973

Decision

 

AGREED adoption of resolution to exclude the public from the meeting in terms of Section 50A (4) and paragraphs 6, 9 and 10 of Part 1 of Schedule 7A of the Local Government (Scotland) Act 1973.

8 ENTERPRISING DG - FACILITIES SERVICES: LOREBURN HOUSING ASSOCIATION TENDER -COMMUNAL CLEANING - REPORT BY HEAD OF ENTERPRISING SERVICES (PARAGRAPHS 6 AND 9)

Report Summary - The report advised Members of the tender success for works associated with the communal cleaning contract for Loreburn Housing Association.

 

Decision

 

NOTED that the Enterprising DG - Facilities Services was awarded a 3+1 year contract for the cleaning of communal areas throughout the region for all non-assisted Loreburn Housing Association housing stock.

9 ENTERPRISING DG - REFURBISHMENTOF REDUNDANT COUNCIL PROPERTY TO FACILITATE SHORT TERM HOUSING - REPORT BY HEAD OF ENTERPRISING SERVICES (PARAGRAPH 10)

Report Summary - The report sought approval for Enterprising DG to develop a business opportunity for the refurbishment of redundant Council properties in Stranraer for short term housing.

 

Decision

 

AGREED 

 

9.1   that Enterprising DG develop a commercial business case for the re-development of the properties as detailed in the report into self-contained flats for rental purposes;

 

9.2   to receive a fully costed business case at a later date detailing options, costs, risk assessment and all partnership options; and

 

9.3   NOTED and APPROVED the Project Scope Proposal detailed at Appendix 1 to the report.

10 ENTERPRISING DG - INTRODUCTION AND INSTALLATION OF CLASS VII MOT BAYS - REPORT BY HEAD OF ENTERPRISING SERVICES (PARAGRAPH 10)

Report Summary - The report sought approval for Enterprising DG to develop a business opportunity for the introduction of two Class VII MOT facilities in line with the Enterprising DG Commercial Development Plan.

 

Decision

 

10.1   AGREED that Enterprising DG introduce MOT testing within Dumfries and Stranraer Workshops; and

 

10.2   NOTED the Project Scope Proposal as detailed at the Appendix to the report.
