4 EDUCATION SERVICES - REVENUE BUDGET MONITORING REPORT 2015/16 - FOR THE PERIOD ENDED 30 NOVEMBER 2015 - REPORT BY DIRECTOR OF CHILDREN, YOUNG PEOPLE AND LIFELONG LEARNING

Decision

 

NOTED

 

4.1 that, based on the position as at the end of November 2015, Education Services were projected to breakeven against the 2015/16 agreed budget; 

 

4.2 progress against the delivery of the agreed savings applied to the 2015/16 Education Services budget; and

 

4.3 progress against the delivery of the agreed Policy Development allocations applied to the 2015/16 Education Services budget.

 
5 2-18 SERVICE REVIEW - REPORT BY DIRECTOR OF CHILDREN, YOUNG PEOPLE AND LIFELONG LEARNING

Decision

 

NOTED

 

5.1 the methods of consultation on the interim phase of the 2-18 Service Review;

 

5.2 the savings options considered in this consultation;

 

5.3 the feedback from the consultation; and

 

5.4 that the full range of options considered exceed the initial savings target and were therefore available to assist Political Groups in the development of budget proposals for 2016/17.

6 BEYOND THE SCHOOL GATE: STREET TRADERS AND SCHOOL FOOD - REPORT BY DIRECTOR OF CHILDREN, YOUNG PEOPLE AND LIFELONG LEARNING

Decision

 

6.1 NOTED the recent successful legal challenge to North Lanarkshire Council’s decision to implement restrictions on the operation of Street Traders licences in the vicinity of schools; and 

 

6.2 AGREED to take no further action on the decisions (one) to take a proposal to Policy and Resources Committee to begin consultation on an amendment to Street Traders Licensing to impose a restriction on their operation in the vicinity of schools and (two) to receive a report on possible conditions/restrictions on Street Traders’ licences, pending further guidance from the Scottish Government.

7 SCHOOL LETS - PROGRESS REPORT (3) AND CONSIDERATION OF CHARGING ARRANGEMENTS- REPORT BY DIRECTOR OF CHILDREN, YOUNG PEOPLE AND LIFELONG LEARNING

7.1 NOTED the current uptake of school lets across Dumfries and Galloway; 

 

AGREED 

 

7.2 the proposed charges for school lets, drawn from the harmonised scheme, with 3% uplift, for 2016/17; and 

 

7.3 to receive a further progress report outlining uptake of school lets for the full financial year and development of issues.

8 STATUTORY CONSULTATION - NORTH WEST CAMPUS - REPORT BY DIRECTOR OF CHILDREN, YOUNG PEOPLE AND LIFELONG LEARNING

Decision

 
8.1 NOTED the contents of the Statutory Consultation report on the proposed closures of Maxwelltown High School, Lochside Primary School and St Ninian’s Primary School and associated nursery classes;

 

AGREED

 

8.2 to implement the proposal to close Maxwelltown High School, Lochside Primary School and St Ninian’s Primary School and nursery classes and to replace these with a new 2-18 campus for North West Dumfries; and

 

8.3 that the Director of Children, Young People and Lifelong Learning would notify Scottish Ministers of the decision at 8.2 within 6 working days of this Committee, in accordance with the Schools (Consultation) (Scotland) Act 2010.

9 STATUTORY CONSULTATION - LANGLANDS SCHOOL - REPORT BY DIRECTOR OF CHILDREN, YOUNG PEOPLE AND LIFELONG LEARNING

Decision

 

9.1 NOTED the contents of the Statutory Consultation report on the proposed relocation of Langlands School; and 

 

9.2 AGREED to implement the proposal to relocate Langlands School.

 
10 STATUTORY CONSULTATION - ELMBANK CENTRE - REPORT BY DIRECTOR OF CHILDREN, YOUNG PEOPLE AND LIFELONG LEARNING

10.1 NOTED the contents of the Statutory Consultation report on the proposed closure of the Elmbank Centre; 

 

AGREED

 

10.2 to implement the proposal to close Elmbank Centre, and creation of a service delivered through existing secondary schools and based at the proposed Learning Hub; and

 

10.3 that the Director of Children, Young People and Lifelong Learning would notify Scottish Ministers of the decision at 10.2 within 6 working days of this Committee, in accordance with the Schools (Consultation) (Scotland) Act 2010.

11 RURAL SCHOOL PROVISION - MOUSWALD PRIMARY SCHOOL, MOUSWALD - REPORT BY DIRECTOR OF CHILDREN, YOUNG PEOPLE AND LIFELONG LEARNING

Decision

 

11.1 NOTED the contents of the Statutory Consultation report on the proposed closure of Mouswald Primary School; 

 

ARGEED 

 

11.2 implement the proposal to close Mouswald Primary School as of July 2016 and to realign the catchment with Collin Primary School; and 

 

11.3 that the Director of Children, Young People and Lifelong Learning would notify Scottish Ministers of the decision at 11.2 within 6 working days of this Committee, in accordance with the Schools (Consultation) (Scotland) Act 2010.

12.1 NOTED the reorganisation of Hannahfield Trust and Dumfries and Galloway Council Educational Endowments; and

 

12.2 AGREED the proposed distribution of the trust assets.
