4 POLICY DEVELOPMENT - INCREASED LEARNING SUPPORT PROVISION AND BUILDING CAPACITY - REPORT BY DIRECTOR CHILDREN, YOUNG PEOPLE AND LIFELONG LEARNING

4.1 NOTED the spend to date of the £400,000 allocated by Full Council to Additional Support for Learning (ASL) provision, as part of the Council budget 2017/18, as detailed at paragraphs 3.11 and 3.13; 

 

4.2 CONSIDERED the highlighted area of risk in relation to future pressures on the Supporting Learners Service and the additional recurring funding of £100,000 as agreed at Full Council as part of the budget for 2018/19, to target ASL support for looked after young people in the senior phase, as detailed at paragraph 3.25;

4.3 to receive a further report (Autumn 2018), setting out the strategic plan for the Supporting Learners Service to meet future pressures, as detailed at paragraph 3.27; and

 

4.4 to receive a report on the use of the Mitigation Fund to a future meeting.

5 EARLY LEARNING AND CHILDCARE PLANNING FOR THE EXPANSION TOWARDS 1140 HOURS BY 2020/21: UPDATE - MARCH 2018 - REPORT BY DIRECTOR CHILDREN, YOUNG PEOPLE AND LIFELONG LEARNING

5.1 the Scottish Government Revenue Funding Allocation and the three main streams of funding as detailed at 3.1- 3.1.5; 

 

5.2 the Phase 2 Implementation from January 2019 as detailed at 3.1.6; 

 

5.3 an independent financial review would be undertaken and reported to Children, Young People and Lifelong Learning Committee in May as detailed at 3.3; 

 

5.4 the procurement process as detailed at 3.3.1 - 3.3.3; and 

 

5.5 that Member and Ward officer engagement was underway to determine possible solutions for Stranraer and options will be presented to the May meeting of this Committee as detailed at 3.4.

6 COMMUNITY BENEFITS - SCHOOLS FOR THE FUTURE PROGRAMME OF WORK - REPORT BY DIRECTOR CHILDREN, YOUNG PEOPLE AND LIFELONG LEARNING

6.1 outcomes from Community Benefits targets for Dalbeattie Learning Campus and Dumfries Learning Town as detailed in 3.5 - 3.8; and

 

6.2 development and achievements of the Community Benefit Forum 3.9 - 3.12.

7 STRATEGIC COMMUNITY LEARNING AND DEVELOPMENT INSPECTION - DUMFRIES AND GALLOWAY COUNCIL - REPORT BY DIRECTOR CHILDREN, YOUNG PEOPLE AND LIFELONG LEARNING

7.1 ACKNOWLEDGED the positive inspection outcome of the Strategic Inspection of Community Learning and Development including the place based part of the inspection which focused on the town of Dumfries as detailed at paragraph 3.9 and in Appendix 1;

7.2 the improvement actions being recommended by Education Scotland as outlined at paragraph 3.10; and

 

7.3 that Dumfries and Galloway were performing well nationally when compared with other local authorities inspected to date as highlighted in Appendix 3.

8 DUMFRIES AND GALLOWAY COUNCIL - YOUTH PARTICIPATION AND ENGAGEMENT STRATEGY - REPORT BY DIRECTOR CHILDREN, YOUNG PEOPLE AND LIFELONG LEARNING

8.1 the contribution of the Youth Participation and Engagement Strategy to our Councils priorities as detailed in 3.1.2; 

 

8.2 the positive involvement of young people and wider stakeholders in the development of the strategy as detailed in 3.4;

8.3 the Youth Participation and Youth Engagement Strategy as set out in Appendix 1; and 

 

8.4 agree to receive an annual performance report at Children, Young People and Lifelong Learning Committee as detailed in 3.5.5.
