4 STATUTORY CONSULTATION - AE, GARLIESTON AND KIRKBEAN PRIMARY SCHOOLS - REPORT BY DIRECTOR CHILDREN, YOUNG PEOPLE AND LIFELONG LEARNING

VOTE

 

4.1 MOTION by IAN BLAKE seconded by GAIL MCGREGOR to (1) note the progress with the statutory consultation process with regard to Ae, Garlieston and Kirkbean primary schools as detailed at 3.3 - 3.6 of the report; and (2) agree following the representations made as part of the initial consultation on the Public Proposal Paper, to support the recommendation for Ae, Garlieston and Kirkbean Primary schools to remain open and with a five year moratorium as per the requirements of the Children and Young People (Scotland) (Act) 2014; and (3) agree that this committee issue an apology on behalf of Dumfries and Galloway Council for the way this matter has been handled and for the resulting distress caused to the community.

 

4.2 AMENDMENT by ADAM WILSON seconded by JEFF LEAVER to (1) note the progress with the statutory consultation process with regard to Ae, Garlieston and Kirkbean primary schools as detailed at 3.3 - 3.6 of the report; and (2) agree following the representations made as part of the initial consultation on the Public Proposal Paper, to support the recommendation for Ae, Garlieston and Kirkbean Primary schools to remain open and with a five year moratorium as per the requirements of the Children and Young People (Scotland) (Act) 2014.

5 CHILDREN, YOUNG PEOPLE AND LIFELONG LEARNING SERVICES - REVENUE BUDGET MONITORING REPORT 2017/18 - FOR THE PERIOD ENDED 30 SEPTEMBER 2017 - REPORT BY DIRECTOR CHILDREN, YOUNG PEOPLE AND LIFELONG LEARNING

Decision

5.1 NOTED that based on the position as at the end of September 2017, Children, Young People and Lifelong Learning (CYPLL) Services are projected to breakeven against the 2017/18 agreed budget;

 

5.2 NOTED that CYPLL Management Team are currently progressing a range of measures to ensure the avoidance of any budget overspend in the current financial year, as detailed in section 3.3 of this report;

 

5.3 NOTED progress against the delivery of the agreed savings applied to the 2017/18 CYPLL Services budget as detailed in Appendix 2 of the report; and

 

5.4 NOTED progress against the delivery of the agreed Policy Development allocations applied to the 2017/18 CYPLL Services budget as detailed in Appendix 3 of the report.

6 DUMFRIES LEARNING TOWN THE BRIDGE EDUCATIONAL TRUST - REPORT BY DIRECTOR CHILDREN, YOUNG PEOPLE AND LIFELONG LEARNING

Decision

 

6.1 NOTED the progress made to develop the Bridge Educational Trust as detailed at 3.10- 3.12 of the report;

 

6.2 NOTED the draft Bridge Education Trust Constitution as detailed at Appendix 2 which has been submitted to the Office of the Scottish Charity Regulator (OSCR), subject to an amendment to increase the maximum number of co-opted trustees from two to four; and

 

6.3 AGREED to establish an ad hoc Bridge Educational Trust Sub Committee of this committee as detailed at 3.19-3.21 of the report.

7 AMENDMENT TO ENROLLING IN SCHOOLS POLICY - REPORT BY DIRECTOR CHILDREN, YOUNG PEOPLE AND LIFELONG LEARNING

Decision

7.1 AGREED to the revised School Admission (Policy & Procedure) as detailed in Appendix 1 of the report being implemented in full from December 2017 subject to corrections (Appendix to minute);

7.2 AGREED to the panel approach admission to Resourced Provision for Children with Additional Support Needs as described in Section 7 of Appendix 1 of the report; and

7.3 NOTED the appeal procedures for placing requests as detailed in Section 9 of
Appendix 1 of the report.

8 EARLY LEARNING AND CHILDCARE PLANNING FOR THE EXPANSION TOWARDS 1140 HOURS BY 2020/21: UPDATE - NOVEMBER 2017- REPORT BY DIRECTOR CHILDREN, YOUNG PEOPLE AND LIFELONG LEARNING

Decision

 

8.1 NOTED Scottish Government agreement to a multi - year funding package for the expansion of Early Learning and Childcare to 1140 hours from 2018 - 2022 inclusive as detailed on 3.6 and 3.7 of the report; and

 

8.2 NOTED Progress of Phase One Implementation of the expansion to 1140 hours in school session 2017 /18 as detailed in 3.9 of the report.

9 ANNUAL PERFORMANCE REPORT - SCHOOL MEALS SERVICE 2016/17 - REPORT BY DIRECTOR CHILDREN, YOUNG PEOPLE AND LIFELONG LEARNING

Decision

 

9.1 NOTED the performance of the School Meals Service as detailed at 3.2 of the report;

 

9.2 NOTED the school meal uptake for all primary and secondary schools as detailed at Appendices 1 and 2 of the report; and

 

9.3 NOTED the programme of further development for school meals as detailed at 3.14of the report.

10 ANY OTHER BUSINESS DEEMED URGENT BY THE CHAIRMAN DUE TO THE NEED FOR A DECISION
