9 MINUTE OF AD HOC SUB COMMITTEE WELFARE REFORM OF 11 JUNE 2013

Question on the minute of meeting of the ad hoc Sub Committee Welfare Reform of 11 June 2013 page 41 - Welfare Reform and the Social Housing Sector.  The following question was put and answered:-

 

Willie Scobie (1) - Will the Council be holding to its position in regard to the decision taken at Policy and Resources Committee on 26 February 2013 in respect of a commitment not to evict tenants who fell into rent arrears because of the bedroom tax?

 

The Depute Leader replied that he was pleased to confirm that much work had been undertaken by both the Housing Sub-Committee and the Welfare Reform Sub-Committee to implement the decisions taken by the Policy and Resources Committee on 26th February 2013. 

 

The decision taken in relation to evictions was to receive a report on, and he quoted “ work on engaging with the region’s Registered Social Landlords to develop a policy commitment not to evict tenants who fell into rent arrears because of the, so called, “bedroom tax”.


The matter was thereafter, discussed at the Housing Sub-Committee on 25th April.  At that meeting it was reported and made clear to the Sub-Committee that the Council had no direct remit to adopt a policy of non eviction, as it had no housing stock.  It was also reported that the RSL’s were not adopting blanket non eviction policies for, so called, ‘bedroom tax’ arrears.


The response of the Housing Sub-Committee was that the Council did not support the Registered Social Landlord’s policy of not applying a blanket policy to not pursue evictions due to the, so called, bedroom tax; and to advise Registered Social Landlords of the response to the Govan Law Petition; recognising the potential implications to this authority on homeless issues as a result of Welfare Reform”.


Given both these reports there was no Council policy on a commitment to non eviction, only an acknowledgment that we did not agree with the RSL’s position on non eviction.
