PROCEDURAL REPORTS
4 ANNUAL REPORT OF THE CHIEF SOCIAL WORK OFFICER - 2012/13 - REPORT BY THE INTERIM CHIEF SOCIAL WORK OFFICER

Decision

 

4.1      NOTED the performance of the Social Work Service in respect of key duties and responsibilities for which the Chief Social Work Officer (CSWO) has overall responsibility;

 

4.2      THANKED the Interim Chief Social Worker for his presentation and those Social Work Services clients who participated in the presention; and

 

4.3      THANKED the interim Chief Social Worker and all staff in Social Work Services for their hard work throughtout the year.

 
REPORTS
5 DUMFRIES LEARNING TOWN - OUTLINE BUSINESS CASE - REPORT BY DIRECTOR CHIEF EXECUTIVE SERVICE

Decision

 

5.1      AGREED to withdraw delegation from the Education Committee;

 

5.2      ENDORSED the recommendations of the Education Committee of 13 December 2013 on Dumfries Learning Town;  

 

AGREED

 

5.3      the preferred option to be known thereafter as the Dumfries Learning Town Programme being:

  • to keep four existing S1-S6 secondary schools; further align primary and secondary management arrangements creating a 3 - 18 provision (virtual and physical) across Dumfries;
  • expand local involvement with other services; and create a linked S4 - S6 provision across the 4 schools, offering core subject delivery at each of the existing secondary schools whilst linking to a specialist facility and the wider community; 

5.4      to remit to Officers to develop funding and detailed delivery options for the Dumfries Learning Town Programme; and

 

5.5      that further detail and progress on the Dumfries Learning Town Programme be routinely reported to Education Committee.

6 UPDATE ON CORPORATE BUDGET POSITION - REPORT BY HEAD OF FINANCE

Decision

 

NOTED the revised financial planning assumptions and associated savings requirements for the upcoming 3 financial years.

 
7 RELEASE OF ADMINISTRATION'S BUDGET PROPOSAL BY THE LEADER AND DEPUTE LEADER OF THE COUNCIL

Decision

 

7.1      NOTED the publication of the Administration's draft budget; and

 

7.2      AGREED the draft budget would now be presented for public consultation and be open for public debate through the four local Area Committees NOTING that copies of the draft budget had been made available in local libraries, Customer Service Centres and online on Dumfries and Galloway Councils' website.
