2 DECLARATIONS OF INTEREST

Archie Dryburgh declared an interest in Item 7 application AE044 by virtue of the fact that First Base supported his work as Armed Forces Champion and had determined that his interest was such that there was no requirement for him to leave the meeting during consideration of the item.

 

Stephen Thompson and Archie Dryburgh declared an interest in Item 7 application AE034 by virtue of being involved in the SHAP Day Opportunities Fund and had determined that their interest was such that there was no requirement for them to leave the meeting during consideration of the item.

4 GREENCROFT WYND, ANNAN OBJECTIONS TO PROPOSED TRAFFIC ORDERS AND TRAFFIC CALMING - REPORT BY DIRECTOR ECONOMY, ENVIRONMENT AND INFRASTRUCTURE

Decision

 

4.1   NOTED the objections received as per Appendices 5 to 17 of the response and the petition received on the matter, Appendix 18 of the report;

 

AGREED

 

4.2      the implementation of the proposed 20mph speed limit Order, the installation of speed repeater signs and proposed speed table at the entrance to Greencroft Wynd;

 

4.3     not to implement the proposed No Motor Vehicles Except for Access Order; and

 

4.4     that the objectors and the petition organisers be advised accordingly.

5 CANONBIE WASTE WATER PUMPING STATION - REPORT BY HEAD OF ORGANISATIONAL DEVELOPMENT HUMAN RESOURCES AND ASSETS

Decision

 

DEFERRED to take account of the decision made at the meeting of Dumfries and Galloway Council on 26 September 2017 in relation to the disposal and acquisitions policy, with particular regard to the requirement for appropriate consultation and engagement with Community Councils and Community Groups.

6 DISCRETIONARY GRANT BUDGET PERFORMANCE MONITORING 2016/17 - REPORT BY DIRECTOR COMMUNITIES

Decision

 

6.1    COMMENDED the performance monitoring information from applicants who received Annandale and Eskdale Area Committee Discretionary Grant Funding in 2016/17 detailed in Appendix 2 and summarised in paragraph 3.10 of the report; and

 

6.2     NOTED that over £934K has been invested in projects in the local Annandale and Eskdale area as detailed in Appendix 2 of the report.

7 ANNANDALE & ESKDALE AREA COMMITTEE DISCRETIONARY GRANT BUDGET 2017/18 AND LOCAL ANTI-POVERTY FUND 2017/18 - REPORT BY DIRECTOR COMMUNITIES

Decision

 

7.1     NOTED the application granted for £900 under delegated authority for the Annan Day of the Region project and the remaining funding available for disbursement in 2017/18 by this Committee detailed in paragraph 3.3 of the report;

7.2      the ringfenced application in Appendix 2 of the report  AE032 from Middlebie Community Centre - Chiller Units for Buffet Dance - £828

 

7.3     to award funding to the following scored applications on Appendix 3 of the report : -

 

AE029 -  Children Young People and Lifelong Learning -  Annandale and Eskdale Sports Awards - £1,399.87

 

AE031 - Gretna and Rigg Community Council - Gretna Christmas Cracker - £1,226.50

 

AE034 - Upper Eskdale Development Group - Eskdalemuir Community Lunch Club or Meet & Veg Club - £1,310

 

AE035 - Moffat Childcare - Project Learning Environment Enhancement - £933

 

AE036 - Langholm & District Day Centre for Older People - Keep Fit & Fabulous - £1,500

 

AE037 - Annan Christmas Lights Committee - Annan Christmas Lights Project 2017 - £2,511

 

AE039 - Langholm, Ewes and Westerkirk Community Council - Buccleuch Park Redevelopment Project - £1,310

 

AE044 - First Base - The First Base Emergency Food Project - £5,850  (£2,366 allocated from the Anti-Poverty fund and £3,484 from the Discretionary Grant Budget)

 

7.4   DEFERRED application  AE038 - Bankfoot House (Moffat) Ltd - Assist with funding of conversion of shower room to accessible bathroom - £5,000 for  further information and confirmation of other sources of funding available

 

7.5     AGREED the timescales for the third round of the Discretionary Grant Budget as detailed in paragraph 3.9 of the report and for Members to consider these applications at the November meeting of this committee.

8 ANNAN COMMON GOOD FUND - SALMON NET FISHING ASSOCIATION ANNUAL GENERAL MEETING - REPORT BY DIRECTOR COMMUNITIES

Decision

 

AGREED to nominate all four Members of Annandale South to attend the Annual General Meeting and occasional meetings of the Salmon Net Fishing Association of Scotland for the whole term of this Council.

9 ANY OTHER BUSINESS DEEMED URGENT BY THE CHAIRMAN DUE TO THE NEED FOR A DECISION
