4 POLICE SCOTLAND PERFORMANCE REPORT (ANNANDALE AND ESKDALE) - REPORT BY HEAD OF CIVIC AND LOCAL SERVICES

Decision

 

4.1     SCRUTINISED the performance report from Police Scotland for the Annandale and Eskdale area from April 2016 to March 2017, as detailed in Appendix 2 of the report;

 

4.2     COMMENDED the work of Police Scotland during recent local incidents;

 

REQUESTED

 

4.3    that hate crime and cyber fraud statistics are included in future reports;

 

4.4     that a generic section be added to future reports to detailed ad hoc activities in Annandale and Eskdale Area;

 

4.5      that more information in relation to human trafficking goes into future reports;  and

 

4.6      that reports contain a detailed breakdown incidents of common assault.
 

5 SCOTTISH FIRE AND RESCUE SERVICE PERFORMANCE REPORT (ANNANDALE AND ESKDALE) - REPORT BY HEAD OF CIVIC AND LOCAL SERVICES

Decision

 

5.1     SCRUTINISED the performance report from the Scottish Fire and Rescue Service for the Annandale and Eskdale  area from April 2016 to March 2017, as detailed in the Appendix of the report;

5.2      COMMENDED the work of Scottish Fire and Rescue Service in relation to recent incidents in Annan and Eastriggs; and

 

5.3     REQUESTED that a generic section be added to future reports to detailed ad hoc activities in the Annandale and Eskdale Area.


 

6 CONSULTATION ON THE SCOTTISH FIRE AND RESCUE SERVICE DRAFT LOCAL AREA PLAN 2017 FOR DUMFRIES AND GALLOWAY - REPORT BY HEAD OF CIVIC AND LOCAL SERVICES

Decision

 

6.1   NOTED the draft Local Fire and Rescue Service Plan at Appendix 3 of the report to Annandale and Eskdale Area Committee and the wider context presented;

 

6.2     AGREED  the following suggested additions to the draft Local Plan be considered as part of the Council’s response as follows:

  • a general section to be included in future reports to emphasise the non fire related work carried out by the service for example increase in flood and flood prevention work , and also highlighting positive aspects such as the charity work the staff undertake.
  • an emphasis should be placed on the partnership working being undertaken and  delivery of educational aspects relating to fire prevention as these are both fundamental to fire prevention.
  • widen the scope of the Fire and Rescue Service to include wider preventative work for example, education on false fire alarms, trips and falls and safety work with vulnerable and older people
  •  Information to be included on what is happening in relation to supporting jobs including  Retained Firefighters within the Fire and Rescue Service
  • Information on resources and whether the current resources are fit for purpose.
     
7 ANNANDALE AND ESKDALE COMMUNITY SAFETY FUND - REPORT BY HEAD OF CIVIC AND LOCAL SERVICES

Decision

 

NOTED

 

7.1     the remaining available balance for disbursement as detailed at paragraph 3.4 of the report;

 

7.2     the criteria agreed for the Community Safety Fund detailed in Appendix 1 of the report; and

 

AGREED

 

7.3     to award funding to  the following:-

 

CSF 003,004,005,006 - 17/18 - Dumfries and Galloway Blood Bikes Advanced driving Courses and protective clothing helmets - £1,709.97

 

CSF 008 - 17/18 Annan Seaforth Tennis Club - Replacement Fencing for Tennis Courts - £2,000

 

Members considered that this application met the criteria for Priority 1 and Priority 4 of Appendix 1 of the report. Additionally, Members agreed to deviate from the officers recommendations which was a Nil award on the basis that the application:

  • improved safety and security and made the environment of the tennis courts safer
  • provided diversionary opportunities for young people in the area
  • had extensive community support
  • supported a facility which was key within the local community and had been renovated to a high standard by local people
  • helped mitigate anti - social behavior in the area and provides increased security for a valued community asset.

CSF 014 - 17/18 - Hoddom and Ecclefechan - Community Defibrillator -  £969.75

 

CSF 017 - 17/18 - Canonbie Leisure and Redevelopment Association -  Canonbie 4 life - £2,000 subject to match funding for a relevant piece of equipment being in place

 

CSF 015 - 17/18 - Xcel Youth Trust Holiday Programmes - £1.875

 

CSF 018/019/020/021 17/18 - D & G Youth Work Service (CYPLL) - Safer Young Drivers Roadshows - £1,850

 

7.4    not to award funding to the following as they did not fit the Community Safety Priorities:

9.1    to appoint  Douglas Fairbairn and Stephen Thompson as Trustees to the  George Hunter Trust;

 

9.2     to appoint Stephen Thompson and Adam Wilson as Trustees for the Samuel Elliott Bequest;

 

9.3     to appoint Richard Brodie to the River Annan District Salmon Fisheries Board;

 

9.4     to appoint all 11 Members of Annandale and Eskdale Area Committee to the Chapelcross Site Stakeholder Group;

 

9.5     to appoint  Gail Macgregor and Adam Wilson as Trustees to the  Lockerbie Trust;

 

9.6    to appoint Douglas Fairbairn and Adam Wilson as Trustees to the  Dumfriesshire Educational Trust;
