2 DECLARATIONS OF INTEREST

Henry McClelland declared in interest in item 6 by virtue of being the past Chairman of Annan Athletic Football Club and determined that his interest was such that he would not leave the meeting during consideration of this item.

 
3 MINUTE OF MEETING OF 1 NOVEMBER 2017

Decision

 

APPROVED subject to the following addition:-

 

5.4    AGREED that the Chairman of Annan Common Good would write to local political representatives to seek support against the decision not to award compensation to Annan Common Good Fund for lost income.

 
4 ANNAN COMMON GOOD FUND - CATCH STATISTICS FOR THE 2017 SEASON AND CONDITIONS FOR SALMON & SEA TROUT LICENCES FOR THE 2018 SEASON - REPORT BY DIRECTOR COMMUNTIES

Decision

 

4.1     REVIEWED the catch statistics for the 2017 fishing season for Haaf nets in Appendix 1 of the report;

 

4.2     NOTED the effects of the Conservation Regulations to control the killing of wild salmon in Scotland as detailed in paragraph 3 of the report;

 

4.3     AGREED on the grounds of conservation, that no more than two Sea Trout per licensee be retained in any tide during the 2018 fishing season for Haaf nets as detailed in paragraph 3.3.2 of the report; and

 

4.4     NOTED the licence fees for Haaf Nets Licences as detailed at paragraph 3.3.3 of the report.

 
5 ANNAN COMMON GOOD FUND - ALLOCATION OF HAAF NET LICENCES 2018 SEASON - REPORT BY DIRECTOR COMMUNITIES

PROCEDURE - The Chairman advised the Sub Committee that references to 3.2.5 in the recommendations should read 3.2.4 and, further with reference toin Appendix 2 of the report Anthony Turner had advised that he wished to be considered for a licence.

 

Decision

 

AGREED

 

5.1      to allocate Haaf Net Licences to the applicants detailed in the Appendix 2 of the report for the 2018 season; and

 

5.2     to delegate authority to the Ward Officer - Lochar Ward to allocate any remaining licences, in line with the agreed Procedure for the Allocation of Haaf Net Licences as outlined in Appendix 1 and paragraph 3.2.4 of the report.

 
6 ANNAN COMMON GOOD FUND - ASSETS AND REVIEW OF CHARGES - REPORT DIRECTOR COMMUNTIES

PROCEDURE - The Chairman advised the Sub Committee that references to 4.1-4.4 in the recommendations should read 3.4-3.7.

 

Decision

 

NOTED

 

6.1     the register of Annan Common Good assets outlined in the Appendix of the report;

 

6.2      the assets that currently generate income for Annan Common Good as detailed in paragraphs3.4 - 3.7 of the report and REQUESTED a future report on the future sustainability of the assets at 3.6 of the report;

 

AGREED

 

6.3      to DEFER the decision on the hire charges for the John Bell Playing field and REMIT to the Ward Officer Annandale South to establish comparable rates from the Showmans Guild and other similar sites across the region for a future report; and

 

6.4     to increase the Annan Common Good garage rental fee by 4.1% from 1 April 2018 as detailed in 3.15-3.18. of the report.
 

 
7 ANY OTHER BUSINESS DEEMED URGENT BY THE CHAIRMAN DUE TO THE NEED FOR A DECISION

Decision

 

NOTED that there was no item of business deemed urgent by the Chairman due to the need for a decision and FURTHER NOTED the request for a report detailing the future governance and operation of Annan Harbour to be brought to Annan Common Good Fund Sub Committee.
