2 DECLARATIONS OF INTEREST

Richard Brodie declared an interest in Item 6 by virtue of the fact that he is a Member of Annan Harbour Action Group and had determined that his interest was such that there was no requirement for him to leave the meeting during consideration of the item.

4 ANNAN COMMON GOOD FUND - 2017 SEASON HAAF NET LICENCES - REPORT BY DIRECTOR COMMUNITIES

NOTED

 

4.1    the number of applications for 2017 Haaf Net licenses as detailed in paragraph 3.5 of the report;

 

4.2    the feedback from Marine Scotland in relation to this Committee’s request to increase the number of Salmon and Sea Trout licenses available by up to 10% as detailed in paragraph 3.6 of the report;

 

AGREED

 

4.3   to amend the criteria for issuing of licences for the 2017 season. In the Scheme for the Allocation of Licences the word 'renewal' will be changed to the word 'issuing'. Residents of the Royal Burgh of Annan will be given preference to those applications outwith the Royal Burgh of Annan; and

 

4.4    to issue Sea Trout only licences at a fee of £25 inclusive of VAT and to delegate to the Ward Manager Annandale East and Eskdale to issue these licences as detailed in paragraph 3.11 of the report.

5 ANNAN COMMON GOOD FUND - SCOTTISH GOVERNMENT’S RESEARCH PROGRAMME AND COMPENSATION CLAIM FOR LOSS OF FISHING LICENCES - REPORT BY DIRECTOR COMMUNITES

5.1    CONSIDERED the letter received from Marine Scotland with regards to the compensation claim for the loss of fishing licence income outlined the Appendix of the report;

 

5.2     AGREED to establish a short - life member/officer working group for the purposes of formally responding to the letter from Marine Scotland, inviting comments from Annan Community Council and the Annan Fisherman’s Association.

 

5.3    NOTED the information received from Marine Scotland in relation to the potential for the Annan Stake Nets to participate in the Scottish Government’s Research Programme as outlined in paragraphs 3.8 - 3.11 of the report; and

6 ANNAN HARBOUR - OWNERSHIP AND RESPONSIBILITIES - REPORT BY DIRECTOR COMMUNITES

6.1     MOTION by IAN CARRUTHERS seconded by RICHARD BRODIE to request that the further report to be presented to Economy Environment and Infrastructure Commitee outlines  the aspirations of Annan Common Good for the Annan Harbour Quay and to write to the Director of Environment, Economy and Infrastructure  regarding the concerns that Members of Annan Common Good have with regards to the ladders that are in a hazardous condition as detailed in paragraph 3.24 of the Environment, Economy and Infrastruture report.

 

6.2     AMENDMENT by SEAN MARSHALL seconded by RONNIE OGILVIE to request that Annan Common Good are consulted during the preparation of the further report required to be presented to Environment, Economy and Infrastructure Committee and to write to the Director of Environment, Economy and Infrastructure Committee regarding the concerns that Members of Annan Common Good have with regards to the ladders that are in a hazardous condition as detailed in paragraph 3.24 of the Environment, Economy and Infrastructure report.

6.6      NOTED the decision of Economy Environment and Infrastructure Committee on 9 March 2017 in relation to the ownership and responsibilities of Annan Harbour;

 

6.7      CONSIDERED the implications of the decision for Annan Common Good; and
 

6.8    AGREED to request that the further report to be presented to Economy, Environment and Infrastructure Committee outlines the aspirations of Annan Common Good for the Annan Harbour Quay and to write to the Director of Economy, Environment and Infrastructure Committee regarding the concerns that Members of Annan Common Good have with regards to the ladders that are in a hazardous condition as detailed in paragraph 3.24 of the Economy, Environment and Infrastructure report.
