3 MINUTE OF MEETING OF 24 AUGUST 2016

Decision

 

APPROVED subject to the amendment at item 6 of the minute for the decision to now read  DEFERRED for the  Financial Plan 2016/17 and Forecast Outturn 2015/16 to be presented at a workshop session on finance and assets and by way of a report to a future meeting of this Annan Common Good sub committee.

4 ANNAN COMMON GOOD FUND - UPDATE ON COMPENSATION FOR LOSS OF FISHING LICENCES - REPORT BY COMMUNITY PLANNING AND ENGAGEMENT MANAGER

Decision

 

4.1   NOTED the most recent correspondence from Marine Scotland with regards to compensation for the loss of fishing rights in the Appendix of the report;

 

REMITTED

 

4.2      to Ward Manager, Annandale East  and  Eskdale to vigorously pursue the compensation claim with Marine Scotland; and

 

4.3    to Ward Manager, Annandale East and Eskdale to explore the potential for the Annan Stake Nets to participate in the Scottish Government’s research programme and bring forward a report to the March 2017 meeting of Annan Common Good

5 ANNAN COMMON GOOD FUND - CATCH STATISTICS 2016 SEASON AND CONDITIONS FOR SALMON & SEA TROUT AND LICENCE CONDITIONS AND FEES FOR 2017 FISHING SEASON - REPORT BY COMMUNITY PLANNING AND ENGAGEMENT MANAGER

Decision


 5.1     REVIEWED the catch statistics for the 2016 fishing season for Haaf nets in Appendix 1 of the report;

 

5.2      NOTED the effects of the Conservation Regulations to control the killing of wild salmon in Scotland as detailed in paragraph 3.2 of the report;

 

AGREED

 

5.3     that on the grounds of conservation, that no more than two Sea Trout per licensee be retained in any tide during the 2017 fishing season for Haaf nets as detailed in paragraph 3.3.2 of  the report; and

 

5.4     to the licence fee for Haaf Nets being set at £34.58 plus VAT for the 2017 season as detailed at paragraph 3.3.4  of  the report.

6 ANNAN COMMON GOOD FUND - ALLOCATION OF HAAF NET LICENCES 2017 SEASON - REPORT BY COMMUNITY PLANNING AND ENGAGEMENT MANAGER

Decision

 

6.1   NOTED   the feedback received from fishermen as detailed at paragraph 3.2 in relation to the procedure used for the allocation of licenses;

 

AGREED

 

6.2     to conduct further engagement on the procedure used for the allocation of licenses and to receive a report with updated proposals for consideration for the 2018 season;

 

6.3     to continue to follow the current procedure for the allocation of licences for the 2017 season as outlined in paragraph 3.4 of the report;

 

6.4     to publicise the application period for Haaf Net licences for the 2017 Season as outlined in paragraph 3.4.4 of the report;

 

6.5    to allocate Haaf Net Licences to the applicants detailed in the Appendix for the 2017 season should no further applications be received from residents residing within the former Burgh of Annan during the application period; and

 

6.6     REMITTED to Ward Manager Annandale and Eskdale to engage with Marine Scotland to request a 10% increase in Haaf Net Licences for the 2017 season.
 

7 ANNAN COMMON GOOD FUND - REVIEW OF GARAGE RENTS - REPORT BY COMMUNITY PLANNING AND ENGAGEMENT MANAGER

Decision

 

7.1     AGREED to increase the Annan Common Good garage rental fee by 2.2% from 1 April 2017 as detailed at paragraph 3.4 in the report; and

 

7.2      REQUESTED that a report to a future meeting of Annan Common Good outline the costs for repair and maintenance of the garages to ensure future income is maximised from this asset.

8 ANNAN COMMON GOOD FUND - REVIEW OF CHARGES FOR THE USE OF THE JOHN BELL PLAYING FIELD - REPORT BY COMMUNITY PLANNING AND ENGAGEMENT MANAGER

Decision

 

8.1    AGREED to increase the hire charges for the John Bell Playing Field by 2.2% from 1 April 2017 as detailed at paragraphs 3.4 and 3.5 of the report.

9 ANNAN COMMON GOOD FUND - JUBILEE GARDENS - REPORT BY COMMUNITY PLANNING AND ENGAGEMENT MANAGER

Decision

 

NOTED

 

9.1     as detailed in paragraph 3.2 of the report that the works to the railings as agreed by Annan Common Good Fund Sub Committee on 7 January 2015 are complete;

 

9.2     as detailed in paragraph 3.2 of the report that to date the Community Payback Team has been unable to progress the work to the paving as agreed by Annan Common Good Fund Sub Committee on 7 January 2015;

 

9.3     CONSIDERED the options as detailed at paragraph 3.5 of the report; and

 

9.3     AGREED to ask Royal Burgh of Annan Community Council if they would be willing to undertake the maintenance works at Jubilee Gardens as a community project and report back to a future meeting of Annan Common Good.
 

10 ANY OTHER BUSINESS DEEMED URGENT BY THE CHAIRMAN DUE TO THE NEED FOR A DECISION

Decision

 

AGREED due to the reduced income to Annan Common Good, as highlighted in a number of reports on this agenda,  that a workshop be arranged for Members to discuss all Annan Common Good Assets including obligations, current leases and income generated; and present a report to a future meeting of Annan Common Good outlining options for maximising income of the assets held.
