AGREED

4 ANNAN COMMON GOOD FUND - NET FISHING - REPORT BY HEAD OF IMPROVEMENT AND ENGAGEMENT AND COMMUNITY SERVICES

NOTED

 

4.1      that the River Annan District Salmon Fisheries Board had withdrawn its challenge;


4.2      that further correspondence had been received from the Salmon & Trout Association requesting that the Council immediately informs those persons net fishing in the Solway that they must cease immediately and that, should the Salmon & Trout Association fail to hear from the Council within 14 days of receipt of  the correspondence, they would pursue judicial review of the decisions made by the Council, which would include an application for interim interdict of the netting;

 

AGREED

 

4.3      that, reducing exploitation of Salmon in the form of a catch quota would minimise the effect on the River Eden Special Area of Conservation and contribute to the recovery of Salmon Stocks;


4.4      to apply a total allowable catch of 150 Salmon which would apply to all fishing methods on the Annan Common Good Fishing grounds for the 2015 fishing season;


4.5      to research the options/costs for genetic testing to provide the necessary scientific data for the future;
 

4.6      to undertake an annual review of the level of effort and catch involving the Environment Agency, Natural England and the River Annan District Salmon Fisheries Board to inform the setting of any future annual quotas;


4.7      to implement a carcass tagging system; and


4.8      to terminate the Stake Net Lease early with a notice period of two weeks.

5 ANNAN COMMON GOOD FUND - CATCH STATISTICS 2014 SEASON AND POKE/HAAF NET LICENCE CONDITIONS AND FEES FOR SALMON AND SEA TROUT 2015 - REPORT BY HEAD OF IMPROVEMENT AND ENGAGEMENT AND COMMUNITY SERVICES

NOTED

 

5.1      the catch figures for the 2014 fishing season for Haaf and Poke Nets;


5.2      the National Conservation Regulation to protect early spring Salmon 2015-2020 as detailed in paragraph 3.2.1 of the report;


5.3      the effects on the income to the Annan Common Good Fund of a reduction in exploitation of Salmon as discussed in paragraph 3.2.4;


5.4      the offer from Solway Salmon Management as detailed in paragraph 3.2.6;

 

AGREED

 

5.5      to decline the offer from Solway Salmon Management; 


5.6      that no more than 2 Sea Trout per licencee be retained in any 24 hour period for the 2015 fishing season for Poke and Haaf nets; and


5.7      to set the Haaf and 15 clout Poke net licence fees at £60.00 p.a (plus VAT).

6 ANNAN COMMON GOOD FUND - ALLOCATION OF POKE AND HAAF NET LICENCES 2015 SEASON - REPORT BY HEAD OF IMPROVEMENT AND ENGAGEMENT AND COMMUNITY SERVICES

AGREED

 

6.1      to continue to follow the procedure outlined in paragraph 3.3;


6.2      that the number of licences made available in the 2015 fishing season be restricted to 2 Poke Net Licences and 30 Haaf Net Licences; and


6.3      to renew Haaf and Poke net Licences to applicants for the 2015 season in accordance with the Scheme for Allocation of Licences.
 

7 ANY OTHER BUSINESS DEEMED URGENT BY THE CHAIRMAN DUE TO THE NEED FOR A DECISION

NOTED that there was no business deemed urgent by the Chairman due to the need for a decision.
